Since I'll apparently never find three more paper Wheel of Sun and Moon, I suppose I'll play with them here.
UPDATE: Looks like I'm up to three. Updating the deck to reflect what I can actually throw together.

Basically, what I want to play with is the silly combination of Wheel of Sun and Moon + Mesmeric Orb. And what better way to encourage tapping (outside of blue) than to tax them?

Breakdown:

• Leonin Arbiter ~ Hinders fetchlands while vastly improving Ghost Quarter and Path to Exile.
• Blind Obedience ~ Forces untapping, slows aggro, gives me life, and has a slight chance of turning into a win condition by itself.
• Ghostly Prison ~ Yay Prison! Ups the forced milling, more importantly slows down the aggression. Not fond of Sphere myself, but I think it may be worth testing out.
• Gideon Jura ~ A real Master Decoy discourages opponents from paying taxes when they can't hit who they want to. Just have to be careful with his activated abilities.
• Magus of the Tabernacle ~ A breathing tax? Better not give the government that idea.
• Mesmeric Orb ~ Part of the combo; an equal-oppurtunity miller.
• Perimeter Captain ~ Decently-bodied early blocker with upside.
• Runed Halo ~ Protects against the things an opponent is willing to pay taxes on. Examples: Ajani Vengeant, Griselbrand, Inkmoth Nexus, Mindslaver, and Wurmcoil Engine.
• Suppression Field ~ Hinders fetchlands, equipment, planeswalkers, and all those other fun tap things we see these days. Prime candidates for the hate include Oblivion Stone, Deathrite Shaman, Birthing Pod, and Splinter Twin.
• Ulamog, the Infinite Gyre ~ Solely to encourage dropping Mesmeric Orb as soon as possible. If the game stalls long enough to cast it, even better.
• Wall of Omens ~ Early game cantrip stall.
• Wheel of Sun and Moon ~ Part of the combo. Protects me from my share of the mill and alternatively can shut off graveyard abuse strategies (Suck it, Finks!).
• White Sun's Zenith ~ Rain of Kitties provides mid-game blockers and should it go that long, a late game win condition.
• Wrath of God ~ Because even I have doubts about my stall strategy. Never hurts to have a nuke on hand.

Concerns:

• Leyline of the Void / Rest in Peace ~ Just pointing out that with all three of these being replacement effects, I'm allowed to choose which one to go with. No time stamp or APNAP issues! :D
