These two decks have one thing in common; either one has at least one kind of card each regarding playing only one card a turn only (I hope this just applies to just casting...).
+Rule of Law/Eidolon of Rhetoric
What I need help w/ the preceding is to find some card(s) in both (Rule of Law/Eidolon of Rhetoric), & (Arcane Laboratory)'s Identity that can lockdown a field in some kind of measure. Jace, Unraveler of Secrets is capable of something similar to a banned card in EDH as a whole, & Dovescape can lockdown decks using not that many creatures, but is not in either identity. Because of this, I need to find options, but still apply to color Identity; even An artifact can help IMMENSELY.
Thanks for reading, I'll work on Etrata for now (In this post.), & good luck. Also, I'm thinking of working on a Tribal Deck w/ an underrated Creature Type as base. Ideas?
Not bad. I guess I could throw in a Dramatic Reversal + Isochron Scepter combo for Lazav (& naturally, some Rocks.) to back this up. Question now is: "What about Boros? & for that matter, cEDH Boros?" Stasis is out in this case, & I don't want to ask someone inept at cEDH ideas; much less think is useless in competitive play. Anyone who can help w/ this & is the exact opposite of what I mentioned last sentence. I'd like some suggestions for cEDH Boros & Rule of Law/Eidolon of Rhetoric for that matter next. Anyone?

you can tell they are Tier 4 AT MOST. & yet, has Stax.
(Stupid Tier 4 though... I want the T4 Boros CMDRs to be promoted to Tier 3; at least Depala, Pilot Exemplar, Gisela, Blade of Goldnight, Tajic, Legion's Edge, Basandra, Battle Seraph, Akiri, Line-Slinger/Bruse Tarl, Boorish Herder, Iroas, God of Victory, Firesong and Sunspeaker, Brion Stoutarm, & Aurelia, the Warleader could all count...)

There are cards in MTG nobody knows of that could help Boros. The usual CMC for the whole deck is ~<2. I wonder if this is possible since Boros likes CMC3 stuff to a degree. I'll find some CMC<2 stuff though... Hope this helps! :)

I think Boros main problems lie in its lack of card draw and ramp. You have to do to artifact sources for most of it, and I think that is what tends to slow it down. And from what I hear about cEDH, its about speed, and getting your wincon out by turn 5 or 6ish? at the latest?

Not really trying to get into this debate again, but I'll repeat what I've said before several times: Red/White can do some of the necessary components of cEDH, but it can't do them well.
Red Elemental Blast, Illumination, etc. are all situational, meaning they're often dead cards in hand.
Sunforger is to tutor and find four-mana spell. Not bad, but not fast enough or wide-reaching enough for multiplayer cEDH, where you have to deal with multiple threats and a Flash-Hulk can win on turn two.
As bushido_man96 mentioned, the ramp and card draw options are relatively mediocre. Land Tax is a solid card, but it can't compete with dedicated Green ramp.
While you can do Stax in Red/White, you're forgoing what Blue, Black, and Green bring you, as well as lacking Stax powerhouses like Derevi, Empyrial Tactician, Grand Arbiter Augustin IV, or even a command-zone-based Hokori, Dust Drinker.
To reiterate another point I've made a number of times, I'd absolutely love to see Red/White be viable in cEDH, but the issue is not "[t]here are cards in MTG nobody knows of". Rather, Wizards has failed to design Red/White to be viable in hyper-fast multiplayer.

Back on topic (breaking this into two posts for organisation).
Knowledge Pool + Teferi, Mage of Zhalfir completely prevents your opponents from playing spells. Knowledge Pool is pretty mediocre on its own, but Teferi is a solid card.
Teferi, Temporal Archmage works well with Stasis, allowing you to untap lands.
Smoke can slow down aggro decks in Red.
Sphere of Resistance can be annoying, though it would be better with more ramp than your colour choices provide.
Null Rod can shut down lots of artifact combo decks.
Thalia, Guardian of Thraben is a solid tax card.
The Tabernacle at Pendrell Vale is a fantastic card; hence its price.
Nether Void is a nightmare to play against in Black.
Card draw is rampant in cEDH. Chains of Mephistopheles puts that to rest pretty quickly.

Oh, I was going to contact you at some point about a differing idea from this. Well, w/ what you guys said, such a debate could go on for even another 25 years as it is; but sadly, I'm w/ the Minority of the debate; the excruciatingly small amount that looks up stuff via Scryfall for options. That said, even a certain "JLK" didn't think Magistrate's Scepter, ETB cards CMC3 or less that can kill any card type, A large variety of Spot Removal & other useful stuff that are CMC<=4 & Instants (A lot more options than you'd think.), & if the idea of Rule of Law/Eidolon of Rhetoric + Winter Orb/Static Orb + Storm Cauldron + Treasure Nabber isn't impressive, I already am trying to accumulate some cards in my deck's Maybeboard as potential ideas; & still evolving. BTW, I apologize for bringing this up again; I didn't think this would go this way... X/ I'll have to explore other options later. For now, I'm tired. I mentioned the combo as Rule of Law & Treasure Nabber would net me some Rocks, but what does the Rulings for Rule of Law state for "playing" a card? Does this not apply to Flicker effects? I hope so... Apologies for this as well BTW.

“Playing” a spell is an old, obsolete way to refer to “casting” a spell. Cards, such as Rule of Law, have had their Gatherer text updated accordingly. Properly, Rule of Law reads:
Each player can't cast more than one spell each turn.

Possibility Storm likes to work with cast one spell a turn effects and it's also an enchantment so you can find it with similar enchantment tutors or Replenish effects.

@cdkime: Oh. Okay then, both those kinds of cards stay in then; Eldrazi Displacer's Flickering doesn't count as "Casting", if I remember right. Though then again, I'd like alt strategies that don't require ETB abilities eating Torpor Orb or Hushwing Gryff...
@Demarge: I just hope that's damn good in cEDH as I freaking love that card. 5CMC seems too steep though... I'll consider it for now. Thanks anyway in advanced. :)

Casting is a very specific term of art that means move something from the zone it is in and putting it onto the stack. Flickering effects send from battlefield to exile back to the battlefield - the item is never put on the stack.

Okay. I guess that means I should keep Eldrazi Displacer then. Based on such suggestions, I guess I could run the following to be sure;

Sphere of Resistance: Boros loves their Rocks. I'm pretty sure I can find a way around this...

Spirit of the Labyrinth: Since I can't run , the least I can do is lockdown Draw.

Thalia, Guardian of Thraben & co: I suppose she could be of use; I run mostly creatures so far anyway (At least, what I plan to do...)
Everything else seems too much for my buck.
Cards I'm unsure of...
- Null Rod: Boros seems to like it's Rocks; & I'm unsure if this can also target aforementioned Rocks as well. if so, Damping Matrix is better anyway. Though that means I can't use Tamiyo's Journal or Sunforger; both vital in the recreation of my deck... I'll keep the latter, but what to replace Tamiyo's Journal + Thraben Inspector with?
Also, apologies for going off topic; but what do you think my best bet would be in cEDH Boros as a new commander? Gisela, Blade of Goldnight is hefty as crap CMC wise...
I also wonder what other cards in my colors can do good with "Kaname Madoka-chan's Rule of Law"; Possibility Storm might be too hefty...

I kept that Lazav deck for a reason; to find a card to lockdown my opponents w/ Arcane Laboratory. That said, I'd like some suggestions for that as well...
As for cEDH Boros, I'd like some options in that are cheap & can compliment to both Rule of Law/Eidolon of Rhetoric, & is cheap enough to stay competitive (Possibility Storm seems hefty; is it REALLY that good as a card in cEDH?).
I'll be taking some suggestions. & no, Nether Void won't be added in deck 2 as I've been playing since Scars of Mirrodin (As a Beaten & Damned N00b, even now.); NOT Legends (Fun fact, I was only 1 when that set was first released, & I was playing old school Pokémon/Pocket Monsters TCG as a kid, but gave up on Yu-Gi-Oh! before the ZEXAL series was considered a thought, so I dunno how XYZ Creatures & ALL ELSE after that works (Also, altering your Star Level? What the Crap?!).)
I'll take some suggestions now, please. :)

Since I'm working on a Mogis deck based on what could've been a Olivia v2 deck, I'd like some suggestions for what to compliment on Rule of Law/Eidolon of Rhetoric & Arcane Laboratory for their respective decks, please. Also, since I'm done w/ my Superfriends deck for now, I'll be updating my cEDH Boros Deck soon (I just have to make my Mogis Deck competitive enough...).

Okay, here's the situation; I found a combo for Rule of Law/Eidolon of Rhetoric, it's a combo w/ Possibility Storm + Knowledge Pool.
How does this work, & is it effective in cEDH? Also added Fiend Hunter to repeat a Sun Titan activation after a Armageddon-like effect. Also, if this is effective in cEDH, what would you guys reccomend for colors w/ Arcane Laboratory besides Jace, Unraveler of Secrets (Too slow), or even Erayo, Soratami Ascendant (BANNED AF!)?

UPDATE: I just wanted to know if Arcane Laboratory + Knowledge Pool + Teferi, Mage of Zhalfir is good in the other deck. If not, do you guys have any suggestions for other things? After that, this can be closed...

Update: I just found that Barren Glory + Oblivion Ring + Apocalypse is useless in cEDH. Same for the Rule of Law related combos. Maybe I'll do an Arcane Laboratory combo for Etrata, but for now, I would like it if someone closes this, please. Thank you.

Perhaps you're looking at Winter Orb or Stasis type effects? Allowing only one spell cast per turn and locking down all the lands is pretty much murder. You could also run something like Storm Cauldron along side them to really punish someone for tapping that untapped land.
