So basically you do the Time Warp over and over again. You could just keep playing lands or get Lotus Vale (or any multimana land) and a way to untap it out. It feels really bad to have a 5 mana or more spell countered, so you run counters to counter the counters. I personally like merfolk as a threat since they look cool, have big swings every turn until a board wipe, and are low investment so you can sneak them in on turns you warp.

The only people you fear are people you think will counter you. Most blue decks in oathbreaker run a lot of counters, so assume they do every turn after 3 if they have mana open, and, if possible, play with your resources conservatively in case they pop a free counter spell. A lot of people don't realize it says "a creature and/or land" the first time they read it so you can go +2 on cards each turn you whiff from having enough mana to warp. That really helps avoid having nothing to do but draw on the extra turns. Even if you don't do anything but draw and play a land, you can still get ahead pretty fast. I've come pretty close to decking myself a few games by digging for stuff. Keeping counterspells open is more important for the signature spell than enemy oathbreakers. Attack oathbreakers, counter spells. Holding up mana to counter their infinite combo is more important than playing a merfolk lord. Playing this, it feels really unfair and unfun so it might get banned, but I have fun winning so there ya go.

For budget: cut Tropical Island for an island, Force of Will for disrupting shoal or stubborn denial, truename for another merfolk Lord, nonbasic combo lands for your choice of cheaper dual lands, and cryptic command for frilled mystic. Multimana lands are this decks butter. Keep those or play a different deck.
