would a cipher effect activate Scroll of the Masters my friend thought so and won because of it but I still don't exactly agree with that.

Cipher would trigger the Scroll.

The reminder text for Cipher reads as such:

(Then you may exile this spell card encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of the encoded card without paying its mana cost.)

The key work here is that they may cast the copy. Since they're casting the copy, anything that would trigger from that cast would trigger.

Note that Scroll of the Masters's first ability is a triggered ability. Triggered abilities trigger whenever the specified event happens. Activated abilities, which are written in the form "[cost]: [effect]" must be manually activated.
