Looks like a fun starter commander! Black White lifegain is a definite fun archtype to build, maybe work up towards something like Karlov of the Ghost Council or Oloro, Ageless Ascetic ! I know starting out budget is important as you don't want to invest in cards you might not like, so I've made the recommendations with that in mind!

On the first look, your commander can filter through your deck fairly consistently, so some reanimation spells like Dread Return Unburial Rites Victimize might work out for you!

Revival / Revenge and Light of Promise are both fun cards that offer some utility and can get out of hand.

Spirit Loop seems like it could have a home in your deck, as it's a consistent 2cmc spell that you can keep casting and getting back to trigger your commander.

Well of Lost Dreams Dawn of Hope Cosmos Elixir Are all sources of card draw that synergize with your lifegain gameplan! Your commander's colors are notoriously known for lacking card draw and ramp, so these might help keep you in the game!

Soul Warden Soul's Attendant and Suture Priest are decent lifegain triggers, as they trigger on each creature entering the battlefield.

Blind Obedience seems perfect for your deck!

Vampire Nighthawk Indulging Patrician Basilica Bell-Haunt Angel of Vitality are creatures that seem to fit with your gameplan.

Lurrus of the Dream-Den offers consistent recursion and allows you to cast lower cmc permanents. Kami of False Hope could also pair with this really well, as it's basically a fog effect that you can cast for cheap over and over!

In your current list, it appears a little removal light (which to be fair is meta dependent). since you're playing white, you have access to cards like Darksteel Mutation and Reprobation , which can be a headache for your opponents to deal with if you enchant their commander. Also Victimize is a great catchall removal spell.

Colored mana seems at a premium in your deck, so I'd also look into getting some cheaper artifact ramp like Marble Diamond and Charcoal Diamond .

For cuts, I'd recommend evaluating your cards in terms of whether they actively win the game or help you do what you want. In your current list Fortified Rampart I've found to be underwhelming and doesn't further your gameplan. I'd also recommend replacing the following: Star-Crowned Stag Skeleton Archer Reaper of Night Kor Scythemaster Inspiring Captain Hailstorm Valkyrie Gargoyle Sentinel Fiend Binder Angel of the Dawn Courier Griffin Silverflame Ritual Chaplain's Blessing Splendid Agony Djeru's Renunciation Sinister Possession .

That being said, it can sometimes be fun just trying your best with whatever cards are lying around! Hopefully the suggestions can give your deck a little pep!

I originally had the two lands you mentioned, but since the addition of Fluctuator and Tectonic Reformation, I switched for the others. The idea is that if I have flucuator out, I can cycle for free, but if need be I would have tectonic for 1 mana cycle on any of my lands.

I like Djeru's Renunciation looks really good! I'd like to pit it in sideboard and switch it in against quick creature decks.

I was on the edge with Astral Drift. I know I can cycle to flicker a blocker and fizzle out the attack. Hmmm I'll have to think more on it.

I’ve always loved cycling and the decks built around the mechanic. In fact, one of my favorite competitive decks of all time was built around cycling. (Of course, that was during a time where affinity had first appeared on the seen and the Gw deck was built to strictly hose those early affinity decks) have you considered Secluded Steppe Barren Moor Forgotten Cave they should all be modern legal. I would also suggest more cards that cycle for utility Djeru's Renunciation follows the game plan by being able to cycle but it’s a cheap utility card in a pinch. Astral Drift may give you a some decent utility as well. Gilded Light might be a good sideboard option. Overall a very fun looking deck!

The cycling sub-theme seems like a lot more investments than payoffs.

Gempalm Polluter feels like a nice zombie-themed include. Same for Lurching Rotbeast and Moaning Wall. Undead Gladiator also synergizes with your Bone Miser.

Running removal options like Clear/Forsake the Worldly, Expunge,Cast Out and Akroma's Vengeance might be useful. Your deck looks defensive, so maybe Choking Tethers or Djeru's Renunciation?

To bolster your control, maybe Compelling Argument or Countervailing Winds?

Scarab Feast and Rapid Decay answer decks that want you to mill them or use their own graveyards. Unearth gets low-cost zombies or Phantasmal Image back.

Maybe Abandoned Sarcophagus, while you're at it? And if you're cycling so much, throw in Fluctuator.

I've been running this deck for a few weeks now on MTG online ( 90% identical ) and my only problem is getting out of a stalemate which Suspicious Bookcase fixed for me.

Sacred Cat can almost never attack and will only deal 1 damage if he does get through... I use 4x Adorned Pouncer instead, a 4/4 double strike together with Suspicious Bookcase is a great way to win.

I tried Cast Out but it's waaaaaaaaay to slow at 4 cost while Djeru's Renunciation disables 2, can't be destroyed and also has 1 cycle.

Dropping Sacred Cat is a no-go. It's a good card in its own right (even if Legion's Landing  Flip would be slightly better), plus we need a high density of 1-drops to be able to drop our hand efficiently. Sunscorched Desert is basically not a land for us since so few of our cards use colorless mana. If it doesn't come into play untapped and make White mana, we can't run it as a land. I've been consistently unimpressed with Oketra the True. She just gets chumped or hit by Vraska's Contempt, and 4 mana is too much to put into her for that. Suspicious Bookcase doesn't really work with our plan; it's too slow and not aggressive enough, plus few of our creatures are big enough to be worth it. I'd rather just have any of our other 2-drops. I could see a case for Djeru's Renunciation but since we usually need a few hits to punch through for the win, I'd rather just have Cast Out. It's more versatile.

I would just drop Cast Out and Sacred Cat and add some Sunscorched Desert, 1 or 2x Oketra the True, Djeru's Renunciation ( cycle 1, can't go wrong ) and Suspicious Bookcase is a great finisher / defender.
