Sure thing shadowjules. Since every creature in the deck (aside from Pulmonic Sliver) is a changeling, they are all both Eggs and Slivers. So if you sacrifice the egg Atla makes, or just any changeling, you will reveal cards from your deck via Atla's ability to get either: 1) another changeling or 2) Pulmonic Sliver. If you get another changeling, just sacrifice it and repeat until you get Pulmonic Sliver. Once the Sliver is out, when you sacrifice a changeling you can stack your triggers so that the Sliver's ability resolves first putting the sacked changeling on top of your deck, then Atla's ability resolves to put that changeling right back into play, letting you loop the changeling forever.

This loop does nothing on its own, but any one of the following cards allow you to win from looping changelings:

Things like Kyren Negotiations actually disregard summoning sickness. The creature isn't using a tap ability, you're just tapping a creature as part of a cost. Relic of Legends works the same way

king-saproling Hmm I thought about including Risky Move, I guess it could be cool since I'd just give them Noring but they'd have to let go of a creature... I'll definitely consider it! Honor-Worn Shaku could be pretty cool. It'd be good redundancy for Relic of Legends. I feel like Kyren Negotiations would be really cool if I could tap Norin during every player's turn. The problem is, when he re-enters the battlefield he's affected by summoning sickness, so I can only use him to proc Kyren on my turn, and then its damage becomes kinda eh... Smoke is a sick card for this deck, but I don't really wanna run cards like that with my playgroup. I'll keep it in mind tho!

Bloodline Pretender is cool, it'd give me a nice blocker, but it doesn't do anything else for the deck so I'm not sure whether or not I should include it.

Urabrask, Heretic Praetor, Laelia, the Blade Reforged, Caves of Chaos Adventurer and Visions of Phyrexia are all really cool cards, but because my win cons all cost quite a lot in this deck, I'd hate to impulse draw them without having the mana to cast them and then have to dig even deeper to find replacements... Bottled Cloister has straight draw, but it suffers from a different issue in that unless I have Gustha's Scepter, I can't play any of my instants during opponents' turns... the draw is nice, but I might as well play something like Howling Mine which gives a similar effect. Mind's Eye's pretty pog tho!

Hey there!

As far as cuts: Krenko, Mob Boss doesn't really fit the deck, he can go.

Defiler of Instinct is a maybe cut. It does sort of what you want, but doesn't interact with instants and sorceries the way this deck really wants to.

Kumano, Master Yamabushi could be cut due to being a bit mana intensive.

Tunneling Geopede and Witty Roastmaster and Impact Tremors are also maybes on the chopping block - much like Defiler of Instinct, they do what you want (1 damage), but in a way this deck doesn't want to do it (landfall/creature ETB).

Tibalt, Rakish Instigator - actually really good. If you had a way of ensuring it would stick to the battlefield. I doubt the impact of this card would be enough to justify the slot when you're needing cuts.

Kyren Negotiations can definitely come out. Since a bunch of your creatures already have tap abilities, it's not quite as useful.

Obviously all this is just through a lens of someone who is unfamiliar with this deck, and your mileage may vary. I also may have missed some things like [infinite] combo pieces that are in here, but barring that, I'm fairly confident on my cut list.

Not sure if you've got enough bodies for it, but Kyren Negotiations lets each creature ping your opponent each turn, which your Commander can buff.

I like the idea of throwing in lifelink equipment, some of it has other upsides. The ones I think look most interesting are Shadowspear, which gives buffs and can remove Indestructible, and maybe Resurrection Orb, but you do have to send your Commander to the graveyard I think to get the recursion.

If you want a way to get a 1 drop into your hand more reliably, there is Dizzy Spell, which is much cheaper than Fabricate and can find any 1 drop. There are other Transmute cards for different MV, all Black or Blue. Blue can't find 4 drops IIRC, but can find a bunch of others.

A generically helpful creature in a deck that likes a 1/1 flying token is Faerie Formation, which makes tokens and draws cards, both tend to be helpful on their own, getting both is nice. Another card that I feel like is kind of good in this deck would be Arc Mage, it's a nice budget way to ping two creatures for 1, in a pinch it can also do 2 if your Commander isn't out.

If you go the Propaganda route, some other cards to consider are War Tax and Ensnaring Bridge. If you can keep your creatures power low enough (and have some draw), Noetic Scales can be very good at keeping the board clear of big threats, and you can deal with the weenies I suspect.

Berserkers' Onslaught is pretty handy if you've got big attackers, double power and first strike is sweet for 5 mana. Rite of the Raging Storm can help by giving you a 5/1 every turn to swing with, while also giving everyone else one to swing at anyone but you, which helps create some chaos as long as people don't run big blockers, and even if most people do, just someone not having a blocker will make that 5/1 a slow, steady source of damage, and people must hold back a blocker for it or take the 5. I like Onslaught with Rite, and if I can get a Mask of Griselbrand and Exquisite Blood you can do a tremendous amount of work with a 5/1, including drawing 5 cards when it dies. Mask is good in general in my experience, evasion is helpful in Rakdos, as is Lifelink for various 'pay life' effects that you might want to run. Some of those include Phyrexian Purge and Fire Covenant, both very strong old cards in many metas, but they work best with some life gain. 2 more cards that cost life and tend to feel pretty good in EDH are Ashes to Ashes and Reckless Spite, hitting 2 bodies is pretty helpful, and black Exile isn't super-common.

Kyren Negotiations are an interesting option if you have lots of goblins but can't swing through a Propaganda. Make an Example is very good value, you choose what dies (not targeted), and each player loses at least their best creature, maybe more). Volcanic Offering is a really solid card that can deal with 4 things that are bothering you if someone else is feeling helpful, but it can never directly hurt you, this can shut down an archenemy with one spell. If you find yourself troubled by Blue decks, there are Boil, Boiling Seas, Omen of Fire, and Citadel of Pain that are pretty helpful vs Blue and 2 colour Blue decks.
