Seems like a fun idea. If opponents don't play creatures to prevent the win-con, swing for commander damage.
Ninjutsu isn't going to help you much since Etrata triggers on damaging a player, but the return to hand effects are smart. IMO, for this deck to work you need better evasion and better protection. Whispersilk Cloak is a 2-for-1 and should definitely be in your deck.
Evasion: I don't flying is sufficient, you need unblockable. Amphin Pathmage , Artful Dodge , Deepchannel Mentor , Distortion Strike , Glaring Spotlight , Key to the City , etc etc.
Protection: Since Etrata is a potentially fast win condition (from any one opponent's perspective), they'll gun hard for her. Swiftfoot boots is not enough. You have access to cheap 1-shot spells like Unlikely Aid and Without Weakness , or equipment ( Darksteel Plate , Hammer of Nazahn , Shield of Kaldra , etc.)

The bane of Rafiq voltron is chump blockers. You're pretty good on trample and decent on flying/evasion, but you have hardly any straight-up unblockable. Rogue's Passage , Amphin Pathmage , Prowler's Helm , Trailblazer's Boots , etc. All budget!
Also, Hammer of Nazahn is beast in this deck. (Enchantments with flash are also great like Epic Proportions )

Master of Cascade (Yidris)

I'd recommend some evoke creatures. If you evoke them, it counts as casting the spell and the original CMC, but you pay much less than it. Other cards that have reduced CMC like avatars and Delve creatures are good too. Some of the ones I'd recommend are AEthersnipe, with decent removal with six CMC, Avatar of Might, since with your low amount of creatures the condition will almost always be met, plus an 8/8 trample for GG and an 8 CMC will be able to end games pretty easily and hopefully cascade into an extra turn effect or similar and kill someone right off the bat, Avatar of Woe is a sweet repeatable removal spell, again for just BB considering most of the time by late-ish game you'll have that condition met, and Mulldrifter, a staple even not in yidris decks. Also, cards that give your yidris double strike or hard to block can help get oyur yidris to hit more often, and sometimes more than once, giving your cards double cascade. Cards like Psychotic Fury, Temur Battle Rage, Uncaged Fury, Assault Strobe, Runes of the Deus, Berserkers' Onslaught, Blood Mist, Sangrite Surge and Rage Reflection all grant double strike, and Aggravated Assault, Fury of the Horde, Relentless Assault, Seize the Day, and World at War all grant an additional combat. Aqueous Form, Shimmering Wings, Slip Through Space, Shizo, Death's Storehouse, and Amphin Pathmage all make your yidris harder to block so you can get triggers more easily.

Razaketh looks more reptilian-ish in my opinion. His skin texture doesn't look like that of Rakshasa Deathdealer or the art on Rakshasa's Disdain but more smooth and scaly like the texture of Amphin Pathmage's skin.
Belzenlok seems more likely to make a debut in Kaladesh due to his appearance imo

@ hfvalenz - I've tried Indulgent Tormentor many times but he never worked out in other decks. BUT he didn't synergize with those generals and there was a Keranos, God of Storms EDH player running rampant at the time. For a Sygg deck he basically reads "draw an extra card each turn". He is an excellent Lieutenant for Sygg.
The Amphin Pathmage feels a little costly for what it does but as I don't want to invest a ton of money into this right away I'll try him out to. I also like the Hissing Miasma and Angel's Trumpet but feel as though I will only take one. Probably the Miasma I'm not sure yet.
@ Omeros - Thanks for reminding me of these cards. I have a Tezzeret the Seeker who can tutor up either Sword of Light and Shadow or Darksteel Plate so Pestilence is a good call.

a) I don't think that you'll find your self playing Strength of Arms for the 1/1 most of the time, you probably already know that
B) I would remove Amphin Pathmage since there are many spells that can make creatures unblockable, for less mana, and trigger prowess.
C) Why do you have so much enchantment hate? Your main focus should be playing lots of spells that will let you get through the with your creatures for a lot of damage
