Welcome to the city of Rakdos. Here you can enjoy an abundance of pleasurable activities...some activities may not be as pleasurable as others, but you know what they say! One man's trash is another demon's treasure. Have fun or die trying!

Hidetsugu, the mayor of the city of Rakdos, focuses on the values of the Rakdos, enhancing their hedonism and sadistic tendencies. Some horrors and beasts make their way into the city from outside the walls, but the ringmasters of the circus utilize them in their acts, and the gang bosses enslave them as their hired muscle. Everything in Hidetsugu's city serves him for his profit and his pleasure. The city's heretical nature and immoral profits have seized the eyes of the Obzedat, a ghost council whose greed disallows them to pass on peacefully. The Obzedat will see to it that Hidetsugu's city will be taxed heavily, with blood.

After years of being bled dry by the Obzedat, the city of Rakdos got to know true chaos; their circus of chaos is in true disarray. Like a cornered rat, Hidestugu starts to turn his eyes away from his enemy, the Obzedat, and towards his own people. Was there a spy helping the Obzedat dismantle his once perfect city? Locked away in his tower, away from the city of Rakdos, Hidetsugu, his haste betraying his desperation, replaces various attraction leaders; crime, now disorganized, sees businesses turning in on themselves; performances turn more and more desperate with each night to the point where performers are being replaced due to workplace "accidents." Top performers in the industry are forced into contracts with "special clauses" that force them to toll and labor after death.

Even so, the Obzedat's greed driven thumb presses down onto Hidetsugu's neck, and Hidetsugu does something unfathomable for a heretic that governs the Rakdos - prayer. A dark cult forms among the Rakdos' elite, with Hidetsugu as its center. While the city slowly falls into ruin, Rakdos' leader turns to ancient texts of an impartial dark lord that brings only death. With nothing left to pay to the Obzedat, Hidetsugu directs his once beautiful city to fight against the Obzedat, "If they will take our blood in place of our money, then they will have it! Partake in mindless slaughter for our dark lord! Let us prove to him that we are worthy of his presence!"

The fanatical crowd naively cheer out their dark lord's name, "Thraximundar!"
