If you have two opponents, Territorial Hellkite will choose randomly between any opponent it didn't attack last turn. If that's only one option, it will "randomly" select the opponent it didn't attack.
If you have a bag with a red ball and nothing else in it, and you pull an object out of the bag at random, it will always be a red ball. You're randomly selecting between all available options.

Thank you. Would the same thing be true for Territorial Hellkite with two opponents? For instance, after attacking one of the opponents, the other opponent can be "chosen at random" even if they are the dragon's only available target to attack and it's not really random?

Ok so firstly, you're sitting at 101 cards so you'll need to cut something. Personally I would drop Territorial Hellkite as I don't find it that exceptional for its cmc, and the drawbacks that you can't 100% control who it targets for attacks.
Personally, there are just some differences in dragon choices. I would include Skittles ( Skithiryx, the Blight Dragon ), Terror of the Peaks (It's in your description, but not on your list), and Leyline Tyrant just thinking about it.
Also I would consider running some mana rocks like Arcane Signet or Chromatic Lantern , and maybe Sarkhan, Fireblood .
I would put your power level as probably a 5 or so, as your first few turns are going to be really uneventful since you don't have much in the way of low CMC spells (perfectly fine for a battlecruiser meta, but if you want spice out of the gate, it will take some retooling). In terms of interaction, I would run some more spot removal using black for some cheap and effective kill spells.

I think this is one of my new favourite decks, beautiful concept. Could spice things up even more with the likes of Wheel of Misfortune, Shifting Shadow, Sunbird's Invocation, Territorial Hellkite, Dreamshaper Shaman and Possibility Storm just so everyone else can experience your lottery wheel. Even Whims of the Fates makes for an interesting game of commander. Keep brewing awesome decks like this!

some other dragons you might consider:
Nesting Dragon - Pricey, but gives decent return for otherwise dead draws late game
Scourge of Kher Ridges - personally love this guy - built-in Pyroclasm, plus an anti-air effect in red if needed
Steel Hellkite - colorless enchantment removal. often overlooked
Territorial Hellkite - 6/5 flying haste for 4. aim is a bit wonky, but still a solid card for its cost
odd ramp to consider: Mana Geyser, Corrupted Grafstone,Foriysian Totem, Pillar of Origins, Star Compass, Heart of Ramos, and / or Pyramid of the Pantheon.

I’d add Crucible of Fire since it’ll pump up your dragons a lot on the attack.
Territorial Hellkite and Glorybringer are great low mana dragons that can get in there for attacks sooner.
I’d remove Dragon Breath since it really doesn’t do all that much and another mana rock would just be better. Maybe Dragonlord's Servant could be a good swap for more cost reduction.
