Ok so firstly, you're sitting at 101 cards so you'll need to cut something. Personally I would drop Territorial Hellkite as I don't find it that exceptional for its cmc, and the drawbacks that you can't 100% control who it targets for attacks.
Personally, there are just some differences in dragon choices. I would include Skittles ( Skithiryx, the Blight Dragon ), Terror of the Peaks (It's in your description, but not on your list), and Leyline Tyrant just thinking about it.
I would put your power level as probably a 5 or so, as your first few turns are going to be really uneventful since you don't have much in the way of low CMC spells (perfectly fine for a battlecruiser meta, but if you want spice out of the gate, it will take some retooling). In terms of interaction, I would run some more spot removal using black for some cheap and effective kill spells.

I think this is one of my new favourite decks, beautiful concept. Could spice things up even more with the likes of Wheel of Misfortune, Shifting Shadow, Sunbird's Invocation, Territorial Hellkite, Dreamshaper Shaman and Possibility Storm just so everyone else can experience your lottery wheel. Even Whims of the Fates makes for an interesting game of commander. Keep brewing awesome decks like this!

some other dragons you might consider:
Nesting Dragon - Pricey, but gives decent return for otherwise dead draws late game
Steel Hellkite - colorless enchantment removal. often overlooked
Territorial Hellkite - 6/5 flying haste for 4. aim is a bit wonky, but still a solid card for its cost

I like the direction this deck is going but I feel that it is slow due to mana issues. It doesnt ramp fast enough causing you to fall behind in mana, by the time you are producing high amounts of mana people will have done a lot more things beforehand. Your land base is perfect, but I feel that you need more land ramp. I would run cards that allow you to play more lands, and spells that let you search for them would be highly beneficial. I also feel some of your dragons are a bit weak in this deck such as Territorial Hellkite , Boneyard Scourge , Ojutai, Soul of Winter , Dragon Broodmother (good card but not really useful in your deck) Moltensteel Dragon, and Backdraft Hellkite (not running enough instants and sorceries to make it useful). Haste givers such as Anger or Dragonlord Kolaghan would really pump up the power level of this deck. here is a link to my ur-dragon deck if you want some ideas. Just ur dragon things

If you're looking for cuts, they're probably Kargan Dragonlord, Skyship Stalker, and Sulfuric Vortex. Vortex can't ping walkers and I doubt lifegain is prominent in Oathbreaker. Skyship Stalker is underwhelming despite its flexibility; I don't know how much spare mana you'll have for it. Thunderbreak Regent and Territorial Hellkite seem better in general. Kargan Dragonlord, as much as I like it, isn't really efficient for the mana you have to spend on it at sorcery speed, and, again, I don't know how much spare mana you'll have to just sink into it, consequences be damned.
I still think Slumbering Dragon would be perfect in this deck. It's a good multiplayer card and it's perfectly on-theme. :)
