Choosing at Random

If there are only two players left in game, does the ETB and/or dies trigger for Chaos Defiler function at all? Or does only the first half trigger and the second half fizzles? Or does something else happen?

It will still function with a single opponent--you will choose a single permanent and that permanent will be chosen since it will be the only option to randomly select.

Think of visualizing it as a bag full of potential permanents--you choose one permanent from each player and put it in the bag, then draw one of those permanents. Since you only have one opponent you choose one permanent, put it in the bag, and draw one card, guaranteeing you will draw the only item in the bag.

Thank you. Would the same thing be true for Territorial Hellkite with two opponents? For instance, after attacking one of the opponents, the other opponent can be "chosen at random" even if they are the dragon's only available target to attack and it's not really random?

That is correct - this will hold true for any situation where there is only one option for a "random" choice.

If you have two opponents, Territorial Hellkite will choose randomly between any opponent it didn't attack last turn. If that's only one option, it will "randomly" select the opponent it didn't attack.

If you have a bag with a red ball and nothing else in it, and you pull an object out of the bag at random, it will always be a red ball. You're randomly selecting between all available options.
