It's Just a Flesh Wound (Budget Meren)

Suggestions from someone who started from a total junk Meren deck in 2015, and through the years made it to a cEDH (check the playlist here if you want: Meren Surgical Toolbox [2K22]:

Way too many lands. Never seen any budget deck running almost half the deck on lands only. Consider adding cheap staple cards like Kodama's Reach, Cultivate, or something like Emergent Sequence, Greenseeker (it also discards you a creature that you can pick up with meren at the end of turn), Primal Growth (good sac outlet too), Dawntreader Elk, Deathsprout, Diligent Farmhand, Rampant Growth, and notable Yavimaya Elder. Consider also adding all the 1-mana elves, all of which sit around 0.10$. If you include all these changes you can easily remove 10 lands, and sit at 35 lands total.

Some cards you included are just downright bad, even for a budget deck. You can not only find cheaper but also better replacements for cards like Reprocess, Spider Spawning, Evincar's Justice, Zendikar's Roil. Some cards you have in your maybeboard, like Skullclamp or Buried Alive are much better options. Most definitely include Village Rites and Midnight Reaper for card draw, and Spore Frog for protection. Also Reclamation Sage

Include Carrion Feeder as a sac outlet. You can also consider Spawning Pit and Culling Dais.

Your deck has a very high CMC, 4.05. For a golgari deck this is way too high, considering reaching at least 3.00.

Jarad's Orders and Diabolic Tutor are the cheapest tutors you can get. Definitely run them both.
More generally, have a look at EDHREC.com to see what cards best fit a budget Meren deck. No offense, but even as a budget your deck certainly needs much improvement. That is, assuming you don't run cards for their flavor or because you just like them. Then that's totally up to you.

Search your library for a basic land card, put that card onto the battlefield tapped, then shuffle. Put a green 0/1 plant creature token onto the battlefield.
This would go great in my Poly Ramp deck along side Emergent Sequence as it fetches a land and gives me a token to Polymorph or Transmogrify. And it’s only 2MV.

Have you considered Emergent Sequence? It's essentially a [Rampant Growth] that turns the basic land into a creature.
Another card you may want to consider is Tomb of the Spirit Dragon. Since lands are colorless cards, once you turn them into creatures, TotSD allows for lifegain. Unless, of course, its like Forbidding Tower or Lair of the Hydra where the ability assigns it a color.
Since you have cards that interact with your graveyard other cards to consider are The Ozolith and Slippery Bogbonder to move around counters.

I enjoy Artifacts in decks that don't have colors to access consistent ramp, and I like that I can tap them for mana the turn they enter. What kind of ramp you play with can also add alot of flavor and theme to your brew. I play Emergent Sequence in decks that care about +1/+1 counters, or want to have creature lands. Is land destruction is a no-no in your meta? Of so that makes lands almost always safer then artifact ramp. And don't forget about enchantment ramp!

The Land is still both a Land and a Creature. When you remove the +1/+1 counter, it becomes a 0/0 Land Creature and will die as a state based action due to having zero toughness.
As a note, the card cannot "go back to being a land" because it never was not a land. It gained the creature type, but Emergent Sequence specifically says that it is "still a land".
If the card does not specify it is "still a a land" then it would only be a creature. In such a situation it still would not go back to being a land if all counters are removed (assuming the animation spell worked the same way and made it a 0/0 with counters)--it would still die as a creature with zero toughness.

Say I have a land that became a creature with +1/+1 counters (Emergent Sequence) and the opponent casts Heartless Act and removes those counters... Will the land go to the graveyard or go back to being a land?
