Neat deck! Cant say ive ever seen this commander be built :D I’d recommend some big payoff blue spells like Aminatou's Augury or Omniscience. Mnemonic Deluge too!

These cards both fit the theme and have at least some synergy with the deck- Muse Vortex, Spellbinding Soprano, Malcolm, Alluring Scoundrel, Fires of Victory, Victory Chimes, Entrancing Melody, Maelstrom Muse
Talruum Piper is a bad card, but it is a musical Minotaur.
These cards don't quite fit the theme but are powerful in this sort of deck- Volcanic Vision, Immolating Gyre, Tzaangor Shaman, Omnispell Adept, Galvanoth, Epic Experiment, Summons of Saruman, Aminatou's Augury, Commence the Endgame
Also some cheap land upgrades- Fiery Islet, Frostboil Snarl, and Command Tower.
You should also consider running more lands than 35, with a mana curve this high it can be easy to stumble on lands. Alternatively you could play more ramp spells like Worn Powerstone and Coldsteel Heart.

Beltor, Here and Gone can be your commander.

Already been done, in a way (Aminatou, the Fateshifter). In honor of her this card the first ability is the same. (And the last resembles Aminatou's Augury)

For cheap instants that give you value as Neera does her thing:
Otherworldly Gaze, Glimpse of Freedom Radical Idea. These can be cast, then cast again from the graveyard.
As for finishers: Curse of Unbinding, Inferno Project, Soulfire Eruption, Dragonstorm, Aminatou's Augury,Clone Legion

Vampire's Kiss - Grixis Spellslinger

So there's a competitive combo version of Jeleva and then there is fun Jeleva. I'm going to make suggestions based off what I think of as being more leaning towards the fun. The general idea I have in my head is to get some high cost spells exiled and cast them for free off her trigger. I haven't played much spellslinger pretty much ever but here's what I dug up. Not sure what your budget is though.
Rise of the Dark Realms, Expropriate, Worst Fears, Army of the Damned, Aminatou's Augury, In Garruk's Wake, Fevered Suspicion and Blasphemous Act.
I'd also get some more protection for Jeleva. As each time she dies and is cast again you'll lose access to everything previously exiled. Not the worst thing but it can be nice to hit a few of the spells before having to recast her. Lightning Greaves, Whispersilk Cloak, Clout of the Dominus.
If you happen to have some room a few copy effects aren't bad ideas. Mirari and Lithoform Engine.
Metallurgic Summonings and Wild-Magic Sorcerer seem like solid inclusions too.
Do you have a clear vision of how the deck wins? Regardless the deck looks fun!

I'd like to suggest to add a few instants to optimize Aminatou's Augury . Chaos Warp , Beast Within , Volcanic Offering are a few proactive ones that spring to mind.

Aminatou's Augury allows you to play one of any type of spell for free, but what happens in the event of a card with x mana like Banefire if i choose banefire as one of the cost-free summons can i just set banefire to an infinite value?
