Decks perform most optimally when they’re devoted to a single overall gameplan, occasionally with a secondary complimentary strategy. I’d cut anything unrelated to tribal buffs and Islandwalk and double down on that theme. A myriad of useful effects may seem like a solid path to victory, but it becomes too diluted to be effective.
My advice would be to proxy out the most optimal list you can and then playtest it until you like how it runs, then pick up whichever cards you’re lacking online. Again, most merfolk tech is pretty inexpensive so it shouldn’t be too much of an investment.

The commenters have hit the bullseye on basically everything, so I don’t feel like anything’s been missed. Having said that, I’ll still chime in lol. I do love the idea of ramping up the flavor of cards by making them color specific. Artifacts had always been playing the part of “universal tools” for decks. Worried about walls? Throw in a Battering Ram. Want some damage prevention, but your colors don’t allow for it? Get yourself a Pentagram of the Ages. There have been problems, though, when you get into seriously strong and more specialized abilities, like life gain or trample, and then continue to ramp it up, like with Shadowspear, you run into pretty crazy problems. I think adding colors helps mitigate that nicely. I definitely want to keep most artifacts in the “universal tool” category… especially when it’s weird interesting things like Currency Converter. I do love those things the most.

I would like a more thorough deck description from you. This isn't a deck you designed on your own, so what drew you to it? What is your vision for your Atraxa build? e.g. Stax). What are the main and sub-themes you want to build around? What is your budget? Do you have any pet cards? A good start for building out a deck description would be Epochalyptik's Do you want to Write a Primer? I can't really give much in the way of a recommendation without knowing what it is you're trying to achieve with your deck.

Merfolk is a great starting point to build out, as it’s been well established for years (decades) and is relatively straightforward and pretty cheap, all things considered.
Without knowing exactly what cards are at your disposal, I can only give general suggestions. The easiest path to improvement here is to go the Lords path. Merfolk play well together, and a handful of Lords like Lord of Atlantis and Master of the Pearl Trident can create a powerful army for you. Aside from that, Islandwalk is a merfolk’s best friend. Toss a Spreading Seas in the mix to make sure, and you have a decent deck. On the positive side, I see a few cards here already that would fit that profile—Streambed Aquitects, Merrow Reejerey, Stonybrook Banneret etc

Just an update in case you're interested, after me and my sister have been messing around the last couple of days with our decks, we have decided to lower the number of cards in a deck, we think 66 is too many for a format that allows multiples, and we're currently looking at around 40 down to 30 card limits to create the speed and competition we're looking for in a game, so I may post new or modified deck lists at some point when we've found the number.

It was the rule change making legendary vehicles and spacecraft eligible to be commanders that's convinced me all Planeswalkers becoming commanders was a when, not if, event. It's okay to have a card like Arixmethes, Slumbering Isle, or one of the Therosian gods without enough devotion entering as a non creature because the card is still a legendary creature. Every one of the legendary vehicles in the commander precons should have said it could be your commander. Even the enchantment cards with background explicitly state it. While I'm not against the idea in and of itself of anything other than a legendary creature being a commander, shere should be limits, and explicitly making the card state it can be your commander is it.
If you own any of the 21 Planeswalker cards that say "~ can be your commander", I'd recommend holding onto them because after the rule change that bit of oracle text won't appear on the reprints.

Thanks! Honestly it's not very powerful from my games so far, probably fine to play against most bracket 2 and 3 decks. I think if you want to play an impulse themed deck there's much better color combos for it to get higher power (cough Prosper cough), but this is fun and synergistic enough.

I see that the maybe board has surveil lands and not scry lands. I just want to confirm that you know the difference between the two. I am also personally a fan of lands that don't enter tapped, which you have a few of. There are a lot of great dual land options that don't cost a leg and an arm. Here are some examples. "Most" of these are under a dollar. You could make the mana base way more effective if you worked on using these types of duals rather than basics and lands that enter tapped.

I would vote that we stop playing superfriends, yes lol but you can’t put the $h!t back in the donkey so we’ve got Planeswalker’s. I think it will probably be fine to let them be your commander, as they’ve been moving slowly closer and closer to being creatures since they were invented. The cobbled-together rules changes and mid-stream adjustments that WotC has had to do for them has been embarrassing, but I think they’ve mostly gotten it sorted out. Having said all of that, most of the people I see playing non-cEDH commander have moved away from PWs, generally. I don’t generally tell anyone “no” if they ask for a game, as a rule. I’ll skip PW decks if given the opportunity, though.

Create a what if card for if one of Magic's villains belonged to a different faction. I.E what if Yawgmoth was an Eldrazi, what if Elesh Norn was an Elder Dragon, or what if Nicol Bolas was a Phyrexian? Not just the big three either, you could do a single-set antagonist like Valgavoth or Xenagos as well.

Until the beginning of your next upkeep, that player can't attack you or permanents you control with those creature tokens.
Nice challenge; Repeat for another color. Doesn't have to be a cycle. I just want to see what another color can do.

I think at the time I was favoring Kodama of the West Tree for the ramp capability, but you're right- that Vigilance tagline is significant, even if I'm a bit redundant after Sphere Grid. I'm going to test play Red and see if he sticks!

This is actually a really solid budget deck. My only critique is maybe to find something better than Kozilek's Channeler. I used to run him. A little pricy to cast as a low output mana dork. Surly, you can do something more effective. Like Sonic Screwdriver or something?

SufferFromEDHD I feel you, and I have most of those cards in my sideboard.
I do really like Shriekmaw but hitting non-black creatures is bad against my other deck which plays Atraxa. I would also really like to find a spot for Faller's Faithful because it's the cheapest targeted removal on a creature (without restrictions).
I would probably play Bojuka Bog over Endurance although it is a banger of a card (especially in modern). As for Grief I don't have a lot of interest for targeted hand attack in commander.
And lastly I prefer the two enchantment removal creatures I play because they both kill themselves for Meren. If I play Foundation Breaker I can get one death trigger from evoke but I can't reuse it every single turn without another sac outlet.
I'm always adding and cutting Diabolic Intent. At a certain point I have to make some room for the actual cards between all my tutors.

Exiling all but the bottom card of target player's library is crazy!
I know that this is more of a budget build, but I would still recommend beefing up the lands a little. Reflecting Pool would be great. The rest of the deck looks promising. what are your hopes for this build? Have you play tested it yet?
Here are some great duals that aren’t crazy expensive.
Filters
Battle Lands - maybe a little money involved.
Verge Lands - a little pricey, but not outrageous.
Scry Lands - if they are going to come in tapped, gain something from it.
There are also three Tri Lands that are great for a come in tapped land. All three colors, under a quarter. If it is coming in tapped, get something more out of it.
Xander's Lounge – I lied, this one is a little more than $5.

Although you have non-combat means of closing out games, I'd recommend checking out Red XIII, Proud Warrior as a Vigilance & Trample anthem for your modified creatures. I've been using him in my Szarel deck, but he might be a more relevant there since Jund doesnt really have much access to Vigilance.
