When War Elemental enters the battlefield, sacrifice it unless an opponent was dealt damage this turn.
Whenever damage is dealt to an opponent, put that many +1/+1 counters on War Elemental.

Currently you've got so many cards that I'm not sure what you want to be mainly focusing on, so I'll just talk about some cards that I feel are somewhat mediocre in this type of deck.
Icy Manipulator feels very low impact, and much more suited to a deck that can abuse artifacts in some way. I'm also not a huge fan of all the mass land destruction effects. You spend a lot of your time ramping, so I feel like they would probably set you back more than everyone else.
Next, some of the ramp options that I don't really like. Farhaven Elf and Wood Elves, while good cards, are usually just worse than 2-cmc ramp spells in this deck. You don't have a whole lot of payoff from having creatures, so some of the cheaper or higher impact ramp spells are usually just better. Elvish Pioneer feels fairly bad in here, while you can use it to ramp out Mina and Denn early, it comes at the cost of a land, which actually limits the effectiveness of your commander.
I think the main thing you need to focus on going forward is deciding what the main thing is that you are looking for in your threats. You've got a lot of options for curve toppers, and even with a ton of ramp there's a limit to how many 6+ drops you can run. Personally, I really like cards that have some utility besides simply being a beater, like Balefire Dragon (serves as removal), Dragon Mage (serves as draw), or Multani, Yavimaya's Avatar (can recur itself).
One thing I really like about this deck so far is the amount of low-cmc threats you've included. Things like Managorger Hydra, Scute Mob, or War Elemental all allow you to be very flexible, letting you squeeze them into a turn while ramping, or just developing them in the early game and letting them grow.
One powerful piece of draw I like in pretty much any green deck is Lifecrafter's Bestiary. It lets you filter your draws early on, and once you have tons of mana it becomes a powerful draw engine. In addition, you seem to have forgotten one of the most powerful landfall threats: Avenger of Zendikar. Not only does it create a ton of tokens, your commander's extra land drop lets you pump up the plants very quickly.

I like what you've done here; especially considering your budget. Here are some ideas I thought could be worth mentioning:
- War Elemental; if this creature is left alone, it will get crazy strong very, very fast. Nice as an attacker; even nicer as ammo for Brion
- Serra Avatar; very nice ammo for Brion, but expensive to cast
- Stalking Vengeance; effectively doubles the damage of Brion's flings
- Sigil of the New Dawn; great for recycling Brion's flings
- Flameshadow Conjuring; fantastic, cheap way to make creature tokens; especially fun if you do not want to sac what you've summoned right away to Brion.
- Thornbite Staff; helps you to untap Brion just after flinging something.

I think the best thing to do with the extra mana from Lannery would be extra attack steps. Savage Beating is especially good because double strike also helps Lannery survive. Hellkite Charger is also good because it is potentially repeatable.
You might want to take out the looters and add in other creatures that are good at attacking. Markov Blademaster benefits from being unblockable. Taurean Mauler and War Elemental get quite big in multiplayer games. Hero of Oxid Ridge could stop small creatures from blocking. Inferno Titan can burn creatures or players. Or add more pirates for flavor.

I have to confirm because if so it's ... brutal !!! And for just one mana of Vexing Devil i can put 4 conters in War Elemental ...! I want to complete this deck now .... and I also want two Nova Chaser ... It will be explosive and super combo deck !!

I had him in the deck for probably...5, 6 years now? I cast him maybe twice in all that time and drew something like 8 cards because I never had out Hidetsugu. If I did have out Hidetsugu, I was probably close to ending the game in some way anyway.
War Elemental has kinda been the same way. It sounds good on paper, but in practice they KINDA don't pull their weight. I am considering cutting the dragon for Star of Extinction. Also, I understand there are other cards kinda "just for fun" that COULD be cut but I rather like them and wish to keep them in.
I think the problem was there aren't enough "do damage from the battlefield" cards in the deck, since most of the direct damage is from Sorceries so I would never have enough mana to do damage then cast the dragon. YOU WOULD THINK with someone like Hidetsugu you "draw deck and win" and don't need said cards, but no. It just never worked that way.

TreeCat I think there is enough indestructible to make Death Pits of Rath worth while since it turns Pyrohemia and friends even meaner. I was thinking War Elemental works well with the activators and Repercussion but it is probably still a bad card here.
