The Roughrider is the only legal Mardu commander in PDH... and he's not outstanding. A decent body, hard to block, but not inspiring as a build-around commander.

Still, I am on a quest to build a deck for every color combination, and "Mardu goodstuff" is boring.

So I leaned into the "Decent body, hard to block" thing, with cards like Scoria Elemental , Raging Poltergeist , Cobblebrute . These cards are straight-up terrible by just about every metric. They're real easy to block and they always trade down, usually for mana-dorks.

If they get through, though... 6 damage is a ton of damage in PDH. And the Roughrider can help them get through, or at least trade for something better than a mana-dork. Act of Treason mechanics will also help push damage through, and giving these mega-beaters haste is gonna be real fun.
