I like the idea, but thinking if it would be possible to add few equipments, auras or other spells to pump your commander. Because you need to deal 16 commander damage and this means 3 attacks per player, but with pump spells attack count can be reduced to two. Adding 1 power would be enough, for example:

Maybe get some stuff to make your infect creatures land their hits easier. Stuff in blue like Levitation and Archetype of Imagination and Akroma's Memorial will give them all flying so that can help deal that fatal infect hit later in the game and if you do run it then maybe Favorable Winds could be another addition. Other stuff that could be good would be Spectral Flight and Arcane Flight that give a single creature flying as well as a bonus to their power/toughness. Lastly since you are running blue make sure to run Cyclonic Rift to open up your opponents to that fatal blow and run a counterspell package to protect your boys from anything you think will be too dangerous.

I like the concept. Torpor Orb can be strong in modern, especially in game one.

It could be handy to see your opponents hand before casting a "good stats and crazy downside" -creature. This is best done with . But there are also other options like: Peek, Vendilion Clique and Telepathy.

The deck has many squishies. You might want to consider adding some leverage to make those creatures more relevant, and make the deck less all-in. I'll just throw a few suggestions here, but you can propably find alternatives with more synergy. Bonesplitter, Basilisk Collar, Spirit Mantle, Angelic Destiny, Spectral Flight, ...

Correct me if I am wrong, but none of Oblivion Ring, Banishing Light, or Journey to Nowhere are auras. You do not get the benefits from Hero of Iroas or Eidolon of Countless Battles, so why not run Path to Exile over them? Unless you run those for budget considerations, which I totally understand if you do.

Selfless Spirit seems a bit out of place here. You could probably run Ajani's Presence in its place to get the heroic triggers and still protect agains destroy effects. And I would definitely swap Spectral Flight out for Cartouche of Knowledge. The cantrip effect far outweighs the extra 1 P/T.

Love the deck idea though. U/W heroic was one of my favorite standard decks. +1 from me

Instead of playing Spectral Flight you could play Angelic Gift to draw you an extra card instead of the +2/+2, unless you want to play aggro.

Cartouche of Knowledge seems to cost , just as Spectral Flight. Though I'm considering it, it results in only a 4/4 double strike flier, and not 5/5 double strike flier (2 less damage per attack), which is why I haven't outright added it and I'll have to test its usefulness. I'm still trying 1 Slip Through Space over a 3rd Distortion Strike, and I'm not really convinced.

As for removal, I guess I could run some extra removal, though adding 3 more targeted removal seems overkill. I don't know why I would ever need so much removal when I have 2 board wipes! Though board wipes can set me back as well (obviously), Selfless Spirit has been very helpful since I started playing it. I'm curious: you seem to advocate for siding Day of Judgment and playing more targeted creature removal in its place. Why? Has it worked better for you in the past?

technodoomed1 I would definitely go for Cartouche of Knowledge over Spectral Flight, because it costs 1 less and its a cantrip, even though it provides 1 less power/toughness.

Hello, KingMoney! Thanks for your feedback.

Emerge Unscathed is indeed essential to the deck, since not only it provides with protection, but also triggers the Heroism ability of Fabled Hero and other heroes like Wingsteed Rider and Hero of Iroas, twice (since it has Rebound).

As for the cartouches, Cartouche of Knowledge is indeed a pretty good choice, and I'm torn between that or continue using the very similar Spectral Flight or One With the Wind (those last two are functionally the same). The other cartouche you suggested doesn't really seem that good for the strategy of the Deck: betting everything on a single super-buffed unblockable monster.

Regarding removal, I already run 1 Oblivion Ring, plus 1 other card that has the same functionally but with a different name: Banishing Light. This is to avoid being cut off by cards like Surgical Extraction, Meddling Mage and other similar annoyances. I also run a Journey to Nowhere as the 3rd targeted removal, since the Deck needs a low mana curve to be aggressive.

As for Perimeter Captain, I realize that's an odd choice for most players. Slippery Bogle doesn't cut it for me, because the deck is mostly white with a splash of blue and no green, and it doesn't further my strategy. Perimeter Captain doesn't either, but it's good for its purpose: warding off attacks to win some time to get Fabled Hero going. Otherwise the Deck would get shredded by aggro red decks. With a 0/4 body, they are hard to top early on, and with two of them on the field you can block with both to gain 8 life. Still, maybe there's a better choice available.
