As a huge fan of counterspell/flying decks, this is the start of something great! I would take out Nephalia Seakite and put in Tempest Djinn. I would also maybe include one more island, and put in some Soulblade Djinns. You could also include Second Guess if you want to. If you can afford it, you should really put in some Mystical Tutors, Brainstorms, or Counterspells.

After you have picked up the lords and sea's claims, (or the spreading seas, I actually think claim is better, less mana used, and you'll be scrying with thassa anyway) you're definitely on the right path with that devotion build, so make use of it!

Sideboard changes -4 Deprive , +2 Thassa's Rebuff +2 Mana Leak (then take out essence scatter and put 2 additional mana leaks or rebuffs into mainboard, I think).

(A non budget addition later on could be some Nykthos, Shrine to Nyx )

Counterspells:

Spell pierce is pretty good for countering things like planeswalkers and enchantments from aggro/bogle decks early on while your manabase is limited, hard to pass it up. You already have slightly more heft pay counterspells with rebuff and leak, so your spell pierce is purely for the early game control.

I would say keep it as is, but here's some of the other options for you, and also an alternative to cursecatcher (if you do run catchers, then take out the tidebinder mages or harbinger of the tides for them).

Hey this deck looks sweet! The one issue I see is that Second Guess is illegal in this deck, did you perhaps mean to put Wild Guess? Other than that +1.

You really need fetch lands.

Gris might not be ideal here. If you have the budget, consider adding Dark Confidant, Jace, Vryn's Prodigy  Flip, Young Pyromancer, Grim Lavamancer, Tasigur, the Golden Fang or Gurmag Angler.

There are much better counter spells than things like negate. Spell Snare, Spell Pierce, Dispel, Second Guess come to mind. I feel like there's more ramp you could include if you wanna play early 8 mana spells. There are also other walkers that are solid here. Liliana of the Veil, Liliana, the Last Hope, insert whatever Jace here. There are a few ok Chandras. Tamiyo works too, Sorin Markov.

run 4 lightning bolts btw. Just do it, you'll thank me. Also consider the new Fatal Push.

Cut Controvert, Familiar's Ruse, Foil, Memory Lapse, Psychic Trance, Second Guess, and Thwart.

They aren't quite as good as other options.

If you went UR prowess your main creatures would be Delver of Secrets  Flip, Monastery Swiftspear and Young Pyromancer. Maybe Grim Lavamancer since you build a lot of grave. I'm assuming you can't exactly afford things like Cryptic Command or Snapcaster Mage. So you'd have to make do with Lightning Bolt, Electrolyze, Izzet Charm, Vapor Snag, Spell Pierce, Dispel, Mana Leak and things like Second Guess, Remand and Spell Snare if you can afford them. Gitaxian Probe and Thought Scour are good draw power. Can you afford Serum Visions or Sleight of Hand? Forked Bolt and even Assault Strobe might help you.
