NCN946 I have considered picking up a Phenax. A little high on the budget for this deck. Nighthowler looks great.

Just a couple quick suggestions:
Sphinx's Tutelage is a solid card, and works particularly well against one or two colour decks.
Have you considered adding graveyard shenanigans? Animate Dead allows you to steal their bombs after you have moved them to the graveyard. Dance of the Dead is a bit less efficient, given how it costs to untap the stolen creature, but it can still be used to steal something with a powerful enter the battlefield effect/ability that can be used while untapping. At the very least, it can net you a strong blocker for 4 mana.

Nice deck pal! +1 I just love everything from Lorwyn/Shadowmoor, so... YEAH!
Mindcrank can go infinite with Bloodchief Ascension, just so you know, it's a nice combo and you seem to love combos so here ya go yeah yo.

Jace, the Mind Sculptor I also run jaky draw spells like Temple Bell+Unwinding Clock the bell can be cloned with Sculpting Steel Copy Artifact Clever Impersonator Phyrexian Metamorph and will draw up to 4 cards on everyone's turn
Tunnel Vision+Keening StoneHinder+Tunnel VisionTunnel Vision+Spell CrumpleKeening Stone on the field. Cast Traumatize. Use Keening Stone to double the cards milled.
Mind Over Matter+Temple BellJester's Cap+Bribery also can be useful
Hedron Crab is a mill staple Polymorph in any blue deck is good.
Blue Sun's Zenith+ any inf mana combo like Basalt Monolith+Power ArtifactPili-Pala+Grand Architect
Leyline of the Void+Helm of Obedience
Demonic Tutor Mystical Tutor Vampiric Tutor Imperial Seal and other tutors would make it run a lot smoother...

Bezter I added a bunch of tutors and mana rocks and usually win turn 4-5 too Dark Ritual Cabal Ritual and Mana Drain are usually what sealed the deal

they are pretty cheep and in place of the other tutors you can run those transmute cards they are cheep...

also anything that can reduce the cost of spells or artifacts/ bounce or untap they would be a good sub for some of the high dollar cards

Slowjams88 W/U mill sounds interesting! I think it would be at a disadvantage, as it would be missing a lot of good mill cards that have in them, as well as black's many tutors. Can't say I have much experience with W/U mill though.

No doubt there are a lot of good mill cards with black. I've made a few mill decks in my day and the ones that work the best have always been W/U. No creatures, with a few exceptions, mostly artifacts and board wipes. It would definitely be at a much higher budget though. Moat's aren't cheap! =)

Mind Funeral and Glimpse the Unthinkable are both really efficient mill spells. Mind Funeral is much cheaper though. Coerced Confession is good against creature decks, the card draw makes it worth it. Archive Trap is a nice 'gotcha' card too!

Have you considered Phenax, God of Deception Nighthowler or Crypt Incursion for the deck, I run them in mill and I'd say they're great cards
