There is something to mill that I really like. Aesthetically, the cards are awesome. The art on cards such as Fraying Sanity and Mind Grind have something to them that incites a feeling of dread and despair. A player's library is seen as a mage's mind, the memory of his spells and abilities. Mill is pretty much rotting the mage's mind to make him forget everything he knows.

Oona, Queen of the Fae is one of the best mill commanders out there. She exiles, she's a mana sink, and she creates token creatures. Any infinite mana combos and you've instantly won. Even if you play Oona and she gets killed, if you have endless mana, you can just keep playing her and mill everyone.
This is a casual and fun deck, by no means is it completely optimized for competitive play. There are a lot of fun combos and win cons in this deck, including infinite blink, infinite mill, and infinite mana. I discovered a few on my own, others I found around this site and elsewhere.

Mirran Spy + Retraction Helix + Ornithopter or Phyrexian Walker,

With Altar of the Brood = Infinite mill, win con.

With Consuming Aberration, possible infinite mill.

With Efficient Construction, infinite thopters.

With Contraband Kingpin, Infinite scrying.

With Trespasser's Curse, (Enchanting yourself) + Sanguine Bond. Weird win con. Gain and drain.

Peregrine Drake + Deadeye Navigator + Altar of the Brood = Infinite mana and infinite mill.

Peregrine Drake + Deadeye Navigator + Sage's Row Denizen = Infinite mana and infinite mill.

Fleet Swallower + Keening Stone or Fraying Sanity. Kill someone.

Enter the Infinite + Jace's Erasure, Most likely mill everyone, or at least come close.

Tunnel Vision + Putting cards on the bottom of others' libraries and naming that card. Almost lethal mill, all they need to do is draw two cards. Spin into Myth, Ransack, Vessel of Endless Rest facilitate that.

Infinite mana +

Oona, Queen of the Fae. Obviously. But if someone Nevermore or Gideon's Interventions Oona, there are backups.

Stroke of Genius. Draw and play all your cards! Add a Laboratory Maniac if you want to win that way.

Shared Trauma. Literally just kill everyone. But you survive as long as you do it on your turn. Cause everyone would hit their draw step and die before it gets back to you, and you'd win!

Prosperity, Fascination. Same thing. RIP. Either kill everyone by making them draw all their cards, or mill everyone with Fascination's other modal. Whichever is more fun. Probably mill everyone, and just like Shared Trauma, you'll still win cause everyone will die before you.

My past two decks, Frankly, my dear, I don't give a demon. and "Helmsmasher? I barely know her!" have been mardu aggro, so I wanted to try something new. I almost never play blue, but I've grown to like the card draw and library shenanigans blue has to offer.

Personally, I dislike playing against control/Counterspell decks. This deck runs very few counter spells. I want people to be able to play their cards, at least until I mill them out. Counter spells almost take out some of the fun for me. I want to play knowing I can play what I have in my hand.

Anyways, I gathered bunch of fun combos I wanted to play, put them together into this deck, found the right commander, and went with it!

This deck runs around $100 at the moment, but I haven't spent that much on it.

Some cuts to lower the price would be:

Fetid Pools. Pulled it from a Amonkhet booster. Wouldn't have included it otherwise.

Phyrexian Metamorph. Got this guy from a trade with my friend.

Lab Maniac. Not the most important piece of this deck, so it could be a notable cut for more budget alternatives.

As Foretold. Another good pull from Amonkhet. Powerful card, not the most relevant though. I like it because if I have two combo pieces in my hand but not enough mana to play them both, As Foretold helps me get them out a little quicker.

Lazav, Dimir Mastermind. Honestly, I just really love shapeshifters. Something about them makes me excited. Copy other creatures adds variety to the games. Lazav isn't the most key part to this deck either, but this deck is mainly for fun.

Total savings (at the time of writing, 12/12/2017) should be around $30. Obviously if you're mimicking this deck, you can cut whatever you want!
