Hey, I made one of these populate decks!
A few questions:
First Question: How is this aggro?
I mean you run no 1 drops, and your fastest kill is turn 5, and that isn't super likely.
Second Question: Why 4 Temple Gardens
With Wooded Foothills or Flooded Strands, you only need 2-3 Temple Gardens for required fixing, and Horizon Canopy deserves a spot or two in this list. Also the Grove of the Guardians will never really see play unless you are in the midrange mirror against Abzan or something. Maybe sideboard them, run some Horizon Canopy, drop a Temple Garden drop in another Fetchland, call your landbase a day.
Third Question: Why no dorks?
The best plays of populate lists are turn one Noble Hierarch curving into turn two Wayfaring Temple, into turn three 2xCall of the Conclave (One one Call of the Conclave and one Selesnya Charm on 2/2 token), swinging for 5 with Wayfaring Temple (4 creatures+exalted trigger), then copy a Call of the Conclave, turn 4 drop a few creatures (dorks, tokens, whatever), swing for 15, win turn 4. You can also achieve this with a hand of Intangible Virtues.
Fourth (And Final) Question: Why do you run Trostani, Selesnya's Voice?
Against Combo, or aggro, you are dead before you untap with her, against control, she will die before then, or won't resolve. To be honest, the same is true for Advent of the Wurm. With dorks, it woul be possible to untap with them, but since you don't run any they appear useless. Wilt-Leaf Liege has a similar problem, but I actually like him, because if you swing the turn you drop him, he doesn't need to untap to win a game. Otherwise I find him pretty bad, and would drop him for Dryad Militants that at least stop storm, TurboFog, or Snapcaster Mage, along with Life from the Loam, and a handful of readily played modern staples. Druid's Deliverance actually falls into this category of "cards that won't matter in modern", but I'd be lying if there wouldn't be a deck that could use it, Turbo-Fog (which is not this deck, and Turbo-Fog is normally trash).

I'd cut all 3 Selesnya Charm, 1 Increasing Devotion, 1-3 Armada Wurm, and all 3 Intangible Virtue. Charm isn't very good, Devotion just costs too much, same with Armada Wurm, and Intangible Virtue isn't as good when you're sacrificing your creatures to Mycoloth and beating down with big things like Advent of the Wurm, Shanna, and Wayfaring Temple. If you don't like cutting Virtue or any of the other ones I listed you can also cut a few or all of the Essence Wardens; there aren't very many go-wide token makers, and you're better of playing a mana dork turn 1 since you have so many big spells. It's ok when you get a Mycoloth going or cast Increasing Devotion, but without mana dorks that'll only happen on turn 5, and it would probably be dead by then (along with you). You can also cut a land to fit a mana dork in, with them there's less of a need to hit all of your land drops.
Seeing as your budget was under $5 per card and Utopia Sprawl isn't too expensive right now, you should go for Llanowar Elves + Utopia Sprawl if you do add mana dorks. It's the fastest ramp package available, and it can give you four mana by turn 2.

To add on to the above comment, you should add 4-8 mana dorks like Llanowar Elves, Elvish Mystic, and Avacyn's Pilgrim, otherwise your deck will be too slow. If you can afford it Llanowar Elves + Utopia Sprawl is really good at ramping.
Since your deck seems to be focused on making large amounts of tokens rather than big tokens, I suggest you cut Armada Wurm and Advent of the Wurm in favor of spells that make more creatures like Gather the Townsfolk. That way you can take better advantage of Shana and Wayfaring Temple.

Advent of the Wurm could be good here (who doesn’t like a 5/5 for 4 mama). Second Harvest is a good late-game card when the board is full of tokens. Anyway, great deck, and I love how it’s budget too!

I played similar deck on INN/RTR standard. It was pretty good, but sadly not enough for modern. There should be section like former standard deck :-)
Anyway, You need better tokens, like Armada Wurm, Advent of the Wurm and Thragtusk (instead of collective blessing and renowned weaver). Everything was standard legal in that time.
PS: I was kinda sad when almost whole deck was reprinted in MM17.

Hey, if $250 total budget then you're already way over budget because Land Tax is a $25 card and Concordant Crossroads is a $15 card both are currently not being counted in the total of the deck. Even if have a low budget you can still play a bunch of the Selesyna dual lands. The manabase here is really bad, 36 Basic lands? Cutting 10-11 Basic lands will not hurt the manabase or Land Tax's ability, there's still plenty of Basic lands. You're not going to draw Land Tax every game and in games you don't draw it having duals will help to play spells.
Consider these lands:
- Command Tower: Commander staple for $1
- Canopy Vista: works well with Basic lands
- Selesnya Sanctuary: works well with Basic lands
- Fortified Village: works well with Basic lands
- Sunpetal Grove: works well with Basic lands
- Temple of Plenty
- Stirring Wildwood
- Blossoming Sands
- Graypelt Refuge
- Grove of the Guardian: create an 8/8 token that can then be populated
- Vitu-Ghazi, the City-Tree: repeatable token maker on a land
Also consider these cards:
- Imperious Perfect: repeatable Elf token maker and lord for Elf tokens
- Mentor of the Meek: can be a draw engine with Rhys tokens, four mana create a token and draw a card. Very good with populate
- Rampaging Baloths: good finisher because of trample, creates 4/4 Beast tokens by playing lands
- Mirror Entity: make all tokens huge power and toughness for a turn, is an Elf
- Hornet Queen: flying deathtouch bees are very scary for your opponents especially when you start populating them
- Swords to Plowshares: Commander staple white removal spell
- Beast Within: Commander staple green removal spell
- Sundering Growth: one of the better populate spells
- Rootborn Defenses: one of the better populate spells, protect token army from board wipe or removal
- Advent of the Wurm: a 5/5 token with trample is very good with populate
- Epic Struggle: win the game by creating and populating tokens
- Oblivion Ring: Commander staple white removal

Hmmm it is hard to figure out what should be dropped but I would start with these:
Panharmonicon is great here but it relies on other cards and has no impact on its own. If you cut enough other cards and still have enough good etbs like now then keep it. Until then you want cards that have impact on their own.
Wurmcalling and friends could end games with your commander and Parallel Lives and such but so can the mass tokens you get from some of the other cards and craterhoof. Basically wurmcalling and friends are not as scary to me as Entreat the Angels.
The others just seem a little out of place to me or too low impact. Hope that helps.
