Here is my current list of Mono Blue Merfolk. This version is definitely the smoothest for pure aggro. I also like to change the deck into U/W occasionally. The hate cards from white are insanely powerful. The white version is also effected less by choke, but lands may come into play tapped more often. Simply take out extra islands, and replace the white lands from the maybe board into the main deck.

Main Deck Creatures:

Cursecatcher: Quite possibly the best Merfolk in the entire deck. He is good against all decks in the early game. He is also great at saving the team from a wrath effect. He is the Super Man of the team...or Murman.

Kira, Great Glass-Spinner: The Legendary Jellyfish that watches over the Merfolk race. The Jellyfish is good in grindy/removal heavy matches.

Harbinger of the Tides: This is our tempo Merfolk. He can Fog an enemy attack. This is powerful against Infect and tempoing out Jund/Junk. He's also great against slow manlands.

Lord of Atlantis: The Lord of the Sea. Pumps all other Merfolk and grants them islandwalk.

Master of the Pearl Trident: The Second Lord of the Sea. Pumps all other Merfolk and grants them islandwalk.

Master of Waves: This is pretty much a finisher creature when he enters the battlefield. Unfortunately the tokens that he creates aren't Merfolk, but the elementals really overwhelm the opponent.

Merrow Reejerey: This Merfolk is the prankster of the deck. Being able to untap lands or Aether Vial is so powerful. We can open up the floodgates and let the Merfolk race pour through. He can target any permanent, don't be afraid to look at the opponents permanents.

Silvergill Adept: This beautiful murmaid draws us a card! But women aren't cheap so us Mermen have to pay an extra {3} or reveal another Merfolk from our hand. However, we can cheat her into play without paying any costs with Aether Vial.

Main Deck Spells:

Dismember: This is our only hard removal spell. It doesn't harm our mana base, if we have the spare life available.

Vapor Snag: Tempo card, great against manlands. Most games, the one damage seems to be extremely relevant.

Aether Vial: A one drop that makes our creatures uncounterable. It also can cheat our creatures into play at instant speed (End of the Turn or During Combat). Doing this can pump up creatures and cause the opponent to miscalculate his/her play. You can even tap this artifact and play Silvergill Adept without having to reveal a Merfolk or pay the additional mana cost.

Spreading Seas: This is an insanely powerful land destruction card that cantrips. It also turns on islandwalk for your Merfolk.

Main Deck Lands:

Cavern of Souls: Incredibly powerful in the control match up. Blanks most of their counter spells.

Island: We are playing Mono Blue Merfolk.

Oboro, Palace in the Clouds: This is essentially an island that cannot be Choked.

Minamo, School at Water's Edge: This is also an Island that cannot be Choked. It also has an ability to untap a legendary creature for blocking.

Mutavault: This is our land Merfolk. Great at getting in extra damage or blocking.

Wanderwine Hub: This land is also used as an Island against Choke. You could possibly splash white as an option. White offers extreme hate cards for the side board.

Side Board Choices:

Show

Dispel: Bringing in against any deck playing instants. Very relevant in control/burn/infect matches.

Echoing Truth: Somewhat of an answer to planeswalkers. Good against token strategdies. This card can also save one or multiple merfolk in the presence of a board wipe.

Grafdigger's Cage: In against decks using the graveyard. Shuts down Abzan/Kiki Company, as well as, Collected Company and Chord of Calling.

Hibernation: Very good answer in the Bogles match up if you happen to draw into it. Also helps against Jund/Junk.

Hurkyl's Recall: Only answer to artifacts, aside from counter spells.

Negate: Another counter, good against controll and combo decks.

Relic of Progenitus: Graveyard hate. Good against combo decks abusing the graveyard.

Tidebinder Mage: Comes in against Jund/Junk/Burn. This can be used against Kiki, if you have no other option.
