The Deck
This is a hard control deck centering around Mystic Sanctuary and its interaction with Cryptic Command . This idea was inspired by Sam Black's version featured here. My list took another direction with less reliance on the graveyard and using Tireless Tracker 's landfall synergy with the mystic-cryptic loop to generate card advantage and a decent clock to close the game out.
Notable Card Choices

Pulse of Murasa : This card gives this deck longevity, ensures consistent land drops, brings Snapcaster Mage / Tireless Tracker back, and stabilizes against fast aggro/burn.

Regrowth : Similar utility as Pulse of Murasa but with the ability to bring back cards like Engineered Explosives .

Growth Spiral : Finally a modern deck that can fully appreciate this card. It ramps early game into a turn 3 Cryptic Command / Mystic Sanctuary lock, cantrips, and allows tricks that involves putting Mystic Sanctuary into play at opponent's EOT to get a relevant spell on draw step.
Combos and Synergies

Mystic Sanctuary + Cryptic Command / Deprive will provide a counterspell/tap recursion every alternative turn. It is a total counterspell/tap lock if there are two of them to loop. For example with two Cryptic Command s in hand, counter a spell and return Mystic Sanctuary to hand. Play Mystic Sanctuary to put Cryptic Command on top of library with the other Cryptic Command in hand. Repeat ad nauseam.

The above combo and Tireless Tracker in play provides a nice draw engine so you will not only lock your opponents out from casting spells/attacking, but also be up on a card every turn and growing it at the same time.
Win Conditions

Cryptic Command / Deprive with Mystic Sanctuary locking opponents from resolving any relevant spells.

Tireless Tracker gets huge in this deck and can end the game quickly.

Snapcaster Mage is also another decent clock to end the game.

Field of the Dead provides inevitability with the cryptic/mystic lock for a steady stream of zombies.
Cards for Consideration

Elvish Reclaimer : The ability to tutor for Mystic Sanctuary or any of my sideboard hate lands ( Bojuka Bog ) sounds pretty good. It is also a decent beater.

Drown in the Loch : This card needs to be tested with Thought Scour . Sam Black piloted his deck based on this but got wrecked pretty hard by a resolved Rest in Peace . The overreliance on graveyard is what this deck tries to prevent for situation like that.

Arcum's Astrolabe : This might be included later on with further testing especially if the meta sees a resurgence of Blood Moon decks again.

Fact or Fiction : This card has high potential in this deck. It really doesn't matter which pile my opponent chooses because I can just get anything back with Pulse of Murasa , Mystic Sanctuary , and Regrowth .
