I think it's obscure, but pretty shallow. Shelkin Brownie removes the "bands with other" ability, and this post makes that a parallel with a hypothetical "partner with other" ability.
Obligatory yet interesting trivia: The "bands with other" is the benchmark for incomprehensible and pointless mechanics. No tournament-legal card natively has it; it only appears on tokens from Master of the Wild Hunt and the land cycle that FormOverFunction mentions. Old Fogey is an Un-card that has it, too. Despite the limited and restrictive usage, it received two dedicated hosers in Shelkin Brownie and Tolaria. So that covers the "pointless" part. The "incomprehensible" part comes from the rules text description. Banding by itself is a combat ability that changes based on whether you're attacking or defending. The basic summary is that you can group creatures together and decide how combat damage gets assigned, but evasion abilities become less relevant. "Bands with other" modifies how the band creation process works.

Oh and one of my absolute favorite plays is in my legacy ventures into the dungeon deck that uses Willbreaker as an endgame. Once willbreaker is down, weird things happen. I've had an opponent scoop to me playing Tolaria and that just felt kinda amazing. It's probably the one place where "target creature loses banding" is the last thing an opponent wants to see happen. Countering an ability from a land is just backbreaking, and one willbreaker has hexproof or something similar, it's not so much if I can take their creatures, but more of, which creatures do I want to take? : )

Willbreaker unleashed

Willbreaker is such a unique effect, and you've built an awesome deck around it. I've been playing around with simic dungeons from AFR set, and it may not be the most powerful, but it's very fun. Hitting target creature abilities off the dungeons and also using them for value works surprisingly well.
Neurok Stealthsuit can be really great protection for willbreaker that you can move around at instant speed if you have the mana. Diplomatic immunity may be more resilient, but stealthsuit can just offer so much protection.
You can also look at lands that target a creature. Under willbreaker, Tolaria is kind of devastating. Also in simic I am running Pendelhaven but any land that targets a creature with anything can be very good.
And I had a copy of Mu Yanling, Sky Dancer laying around, and it is performing very well with willbreaker. Having a free way to target creatures that under willbreaker will remove their answers to a planeswalker is something that I didn't think would be good, but it has played kind of amazing so far.

Nice deck! Can you please explain why are Tolaria, Pendelhaven and Urborg are in here?
Also, I would replace Springleaf Drum with a Rampant Growth, Chromatic Star with a Chromatic Lantern, Lightning Bolt with Beast Within or Chaos Warp... yeah.

Looking pretty good so far austintayshus! Excited to see how this comes out!
Some cards that can be considered:
- Sunder - Maybe a bit too rude?
- Murder - Removal with no downside.
- Delay - All around good counterspell.
- Obliterate - Better than Jokulhaups because it can't be countered.
- Kaboom! - It's just funny casting this spell.
- Ovinize - Can be useful.
- Hatred - Goes on theme and can threaten to one-shot someone.
- Blightning - Hand disruption?
- Rewind - Untapping lands is great.
- Unwind - Same as above.
- Opt - Better than Omen in some ways.
- Phthisis - It's funny saying this word.
- Necropotence - Best card draw as well as refill.
- Desertion - I want to have nice things too :P
- Plaguecrafter - On theme and works with Thrax.
Just some more ideas lol and maybe for lands you can consider running:
They aren't great but they funny to add in haha, hope that helps!

I like your take on Arcum. I've never really thought about Blinkmoth Nexus or Mishra's Factory before. Makes sense as every once in awhile you just need one more artifact creature on the field.
I don't know if anyone in your meta runs Carpet of Flowers, but replacing three islands with Minamo, School at Water's Edge, Tolaria, and Oboro, Palace in the Clouds helps against that slightly. They all do the same as islands, but don't count as them. Plus Minamo and Oboro are actually pretty good.
I'm not sure if Spellseeker will be good, but I just ordered one to put in. I think it will help with finding Cyclonic Rift and Hurkyl's Recall to get rid of those pesky Pithing Needle and Phyrexian Revoker that plauge arcum so much.

Sweet deck! Academy Ruins, Hammerheim, Oboro, Palace in the Clouds, Shinka, the Bloodsoaked Keep, andTolaria, would be sweet just for being legendary blue or red producers that draw cards, even if an ability sucks.
