I like the deck. I have been wanting to make an Anhelo deck, but I just have so many decks already that I don't know if I'll have room for another. (Not like that's stopped me before though)

You already have Talrand, The Sky Summoner, but more effects like Metallurgic Summonings, Saruman, the White Hand, Chrome Host Seedshark, and Baral and Kari Zev would be handy. I also feel like a couple of magecraft triggers such as Archmage Emeritus, Deekah, Fractal Theorist, or, if you're willing to pay a little more, Storm-Kiln Artist would be good. Role Reversal is nice because it could steal any permanent, not just creatures if you're willing to get rid of some of your stuff. Cryptic Pursuit seems perfect hear since casting instants and sorceries creates a 2/2 for casualty, but also, when you sacrifice it, if it was an instant or sorcery, you get another card! A 3 for 1 seems like a pretty good deal. Also, your mana fixing needs a little work. The signets (Arcane Signet, Rakdos Signet, Dimir Signet, and Izzet Signet) are really cheap, so I would replace those for the 3 mana rocks. Creating colorless mana is pretty detrimental, especially if you're trying to cast spells with multiple mana symbols.

Some stuff I would replace. Blood Tyrant is too bulky since it doesn't benefit from casting/copying spells. Imminent Doom is a little too situational for my liking. There are times when you might not have the right cmc to trigger the doom. Theater of Horrors isn't really that great because it's really mana intensive for the payoff. Prince of Thralls is just too pricey for the curve. Prismari Pledgemage is just a 3/3 for 2, but doesn't do much anything else. Soul Seizer  Flip is too clunky, when you could just do Control Magic for 1 less and is an immediate payoff. Firemind's Foresight. I like this card, but it's just a little pricey for my liking. Elder Mastery. Again, a little too pricey for the payoff. Sedris, the Traitor King is really only good in a more creature heavy build with a mill subtheme. Since you only have 15 creatures, it doesn't seem worth it.

Unfortunately, Mazzy won't get to exile the card in this specific situation. Twinblade Invocation  Flip says it goes to exile instead of the graveyard, meaning it never touches the graveyard and Mazzy's second ability won't trigger.

However, if we were talking about a Boon Satyr that went to the graveyard as an aura or a Soul Seizer  Flip that went as Ghastly Haunting  Flip then yes this would work, because Mazzy, Truesword Paladin's ability says you can cast "that card" and doesn't care whether it still happens to be an aura.

Okay, let's get some Jedi Caves and Murky monsters in here. Jorubai Murk Lurkers are definitely in the swamps of Dagobah, and though it's cold, I'm pretty sure the Ice Cave is a great place to send a training Jedi to face their fears. Rhystic Cave can help with of color sources on a budget and can put a crimp in the plans of someone who tapped out to play a spell to end the game when you have the Ice Cave out.

I am still confused as to how Steal/Clone has anything to do with the swamp planet of Dagobah, but let's look at some sweet cloning cards. Altered Ego, Stunt Double, Clever Impersonator, Mirror Match, Mirror Mockery, Spitting Image, and Stolen Identity all come to mind for varying degrees of cloning. I really like the Mirror cards because they directly oppose your opponents in an interesting fashion, discourage attacking you, and might let you actually use your opponent's ETB triggers if they're not careful.

For stealing, we've got Aethersnatch for spells, Chamber of Manipulation, Dominate, Domineering Will, Helm of Possession, Overtaker, Rags / Riches, Reins of Power. Thalakos Deceiver, Tolarian Entrancer, Treacherous Urge, Willbreaker, and Soul Seizer  Flip to get at their creatures.

For the list now, I'd actually just purge everything over $5 to get a better sense of what you actually want in the deck, drop most of the reanimation right now since you're focusing more on cloning and stealing rather than reanimating, you can see about stealing creatures out of graveyards later. Deadeye Navigator just needs to go as well, since that card is just too good and will probably get you killed with little to no actual benefit.

If you still want to run Villainous Wealth get some of the best, cheapest ramp G and B have to offer like Zendikar Resurgent, Myriad Landscape, Blighted Woodland, and the ilk since that won't break your budget like some of the alternatives. Skirge Familiar can turn excess cards into mana, which can make your Tasigur cheaper too, and there are always the U free spells which you can bounce if you put bouncers in the deck) without having to fork out the cash for Palinchron

Another cool way to trim down your budget is to just not run some of the typical staples. Like, completely forget about Sol Ring and Lightning Greaves they're just not going to be worth the effort like Fellwar Stone, Corrupted Grafstone, or even, as much as I dislike them personally, Signets in the colors you need most.

Also, do be careful with Notion Thief, and this goes with other player's stolen creatures too, you'll need to make sure to have some sac outlets. Evolutionary Leap, High Market, any number of black creatures that have that as a cost, would be worth it if they have an effect that you can leverage into usability.

So...all in all, I know that's a lot, but hope it helps even a little bit.

They also have cards that change card types, like Westvale Abbey and Soul Seizer  Flip. This set has 4 planes walkers released so far: Jace, Unraveler of Secrets, Sorin, Grim Nemesis, Nahiri, the Harbringer, and my personal favorite, Arlinn Kord. It has the most of anyone non-core set, and only half the cards are released so far. The most planeswalkers a set has had was 2013 Core Set, with 6.
