Maybe the Game Knights deck builders like to include one crazy, jank, longshot combo just in case it pops off on camera?

I know you're going with the ninja theme, but here are some ideas for budget/casual play if you need more unblockables to help with ninjusu.

Gingerbrute , for silly t1 haste attack and a pay 1 pseudo-unblockable.

Saprazzan Heir , she basically swings in for free every turn or else you're drawing 3.

Tolarian Entrancer , if he's blocked you gain control of the blocker, pseudo-unblockable.

Slate Street Ruffian , if he's blocked opp discards a card, pseudo-unblockable.

Escaped Null , gets bigger and gives you life if he's blocked, pseudo-unblockable.

Okay, let's get some Jedi Caves and Murky monsters in here. Jorubai Murk Lurkers are definitely in the swamps of Dagobah, and though it's cold, I'm pretty sure the Ice Cave is a great place to send a training Jedi to face their fears. Rhystic Cave can help with of color sources on a budget and can put a crimp in the plans of someone who tapped out to play a spell to end the game when you have the Ice Cave out.

I am still confused as to how Steal/Clone has anything to do with the swamp planet of Dagobah, but let's look at some sweet cloning cards. Altered Ego, Stunt Double, Clever Impersonator, Mirror Match, Mirror Mockery, Spitting Image, and Stolen Identity all come to mind for varying degrees of cloning. I really like the Mirror cards because they directly oppose your opponents in an interesting fashion, discourage attacking you, and might let you actually use your opponent's ETB triggers if they're not careful.

For stealing, we've got Aethersnatch for spells, Chamber of Manipulation, Dominate, Domineering Will, Helm of Possession, Overtaker, Rags / Riches, Reins of Power. Thalakos Deceiver, Tolarian Entrancer, Treacherous Urge, Willbreaker, and Soul Seizer  Flip to get at their creatures.

For the list now, I'd actually just purge everything over $5 to get a better sense of what you actually want in the deck, drop most of the reanimation right now since you're focusing more on cloning and stealing rather than reanimating, you can see about stealing creatures out of graveyards later. Deadeye Navigator just needs to go as well, since that card is just too good and will probably get you killed with little to no actual benefit.

If you still want to run Villainous Wealth get some of the best, cheapest ramp G and B have to offer like Zendikar Resurgent, Myriad Landscape, Blighted Woodland, and the ilk since that won't break your budget like some of the alternatives. Skirge Familiar can turn excess cards into mana, which can make your Tasigur cheaper too, and there are always the U free spells which you can bounce if you put bouncers in the deck) without having to fork out the cash for Palinchron

Another cool way to trim down your budget is to just not run some of the typical staples. Like, completely forget about Sol Ring and Lightning Greaves they're just not going to be worth the effort like Fellwar Stone, Corrupted Grafstone, or even, as much as I dislike them personally, Signets in the colors you need most.

Also, do be careful with Notion Thief, and this goes with other player's stolen creatures too, you'll need to make sure to have some sac outlets. Evolutionary Leap, High Market, any number of black creatures that have that as a cost, would be worth it if they have an effect that you can leverage into usability.

So...all in all, I know that's a lot, but hope it helps even a little bit.

The reason why is you want to use create wizards and some of these cards don't fit the theme, cost too much mana, or doesn't provide synergy. I suggest running better cards that require less mana yet still do some filthy things.Also run some more ramp and a few more instants and sorceries

I would say that it's definitely worth it to run Cyclonic Rift since it's in your colors. It's a powerful card in EDH and if you're using it, chances are you have bigger problems than taking 6 dmg from Ruric Thar, the Unbowed.

Stingscourger is a good way to get color-shifted effects to make your deck less blue-heavy if you need. (I would just not pay it's echo)

Caldera Hellion, Flametongue Kavu, Balefire Dragon and Crater Hellion are alright..

Cytoplast Manipulator is just evil against that deck..

in fact, you may consider just running some creature steal or copy so you profit off of your opponents' creatures!

things like Faerie Artisans, Gilded Drake, Siren of the Fanged Coast, Sower of Temptation, Beguiler of Wills, Callous Oppressor, Charisma, Empress Galina, Frenzied Fugue, Illusory Gains, Roil Elemental, Rootwater Matriarch, Seasinger, Tolarian Entrancer, and Willbreaker are some great removal! Why kill artaxa or any creature really if you can just take it and make them use their removal on it if they want it back??

For the ultimate budget commander I suggest Zedruu the Greathearted. Play pillow fort or Voltron with cheap auras.

Another cheap to build commander is Merieke Ri Berit. The strongest way to build her is actually Wizard tribal. Yes I know she's not a wizard herself. It actually stops Shattergang Brothers incredibly well and it's matchups are much less polarized than Azami, Lady of Scrolls. I have seen several builds with Merieke in the last few years but it wasn't until I saw the power of ESPER Wizards that I became a true believer.

Here's a starter list of cheap CMC (and $$$) Wizards to run with Merieke:
Azorius Guildmage
Coffin Queen
Patron Wizard
Lighthouse Chronologist (Go for damaged or heavily played) Magus of the Unseen (Sometimes good sometimes not)
Oracle en-Vec (Much better than he looks. Combos with wizards or spells that tap down their stuff.)
Azami, Lady of Scrolls (Cheap card draw)
Apprentice Necromancer (Bad early good late game.)
Aphetto Grifter (Really means "Tap a wizard other than this one and stall forever")
Aphetto Alchemist (Makes your commander into a kill spell and helps other wizards.)
Captain of the Mists (Combos with Gilded Lotus + Illusionist's Bracers
Musician (Slow but an ok starter Wizard)
Glen Elendra Archmage (Expensive but it's a flying Negate)
Endrek Sahr, Master Breeder (Optional, helps vs things like Dictate of Erebos)
Ertai, the Corrupted (Good with Endrek or enchantments that return to hand after they leave he battlefield, which there are 2-5 of in esper colors for 2-3 mana)
Rayne, Academy Chancellor (AMAZEBALLS!)
Sage of Fables (Slightly less amazeballs)
Juntu Stakes + Meekstone (HA HA you play Wizards!? F.U. then buddy!)
