Fallowsage

Creature — Merfolk Wizard

Whenever Fallowsage becomes tapped, you may draw a card.

I have run Phenax basically since he came out. I like your brew! Here are a few things that work well for me.

Card draw is important: Fallowsage , Into the Story , and Visions of Beyond have put in a ton of work for me. Combo potential: Intruder Alarm , Zellix, Sanity Flayerfoil , and Undead Alchemist all seem to work well with what you already have. Other: Gyruda, Doom of Depths has been an absolute powerhouse for me. Sheoldred  Flip has a decent body and is easy to flip. Silent Arbiter is also good against a lot of go wide decks. Trinket Mage may be small, but it can tutor up sol ring, Alter of the Brood, and Soul Guide Lantern depending on what you need - very versatile. Wight of Precinct Six can get enormous for only 2 mana.

Good luck and happy brewing!

Also, have you considered running Fallowsage?

Grest work. This was definitely an underwhelming pre-con but your build this looks like it has been properly elevated.

Hangar Scrounger and/or Reckless Racer are similar to Fallowsage

Goblin Medics and/or Spireside Infiltrator potential MVP in convoke tribal.

Samite Herbalist value.

Depending on competitiveness and mana curve etc. I avoided cards that use the exert mechanic and otherwise required combat phases to trigger their tap effects. All of these cards do something when either tapped/untapped or in some cases both. This is by no means an exhaustive list

Arbiter of the Ideal, Augusta, Dean of Order, Ballynock Trapper, Daring Thief, Fallowsage, Goblin Sharpshooter + Basilisk Collar/Gorgon's Head, Thermo-Alchemist, Wake Thrasher, Mikaeus, the Lunarch, Thraben Doomsayer, Merfolk Looter, Goblin Welder, Merrow Reejerey

I think I have a few things that might work for you.

This first is Child's Choices. The idea is to be playing only with cards that give opponents choices to make. Everything from good ones like Rhystic Study to meh ones like Killing Wave. I use to run a 60 card deck based around the same thing. This is kind of a side project.

Next up I'm not sure really counts but Beep-Beep Motherfucker. Its a vehical deck which isn't that unique but it is more focused on tapping and untapping things that have abilities like King Macar, the Gold-Cursed and Fallowsage. I dunno if this is all that unique though, I just haven't seen it out in the wild.

Last idea is playing the best color, colorless In all seriousness if your meta doesn't have a colorless commander floating around it needs one! There are all kinds of silly things you can do if you just pay a little more mana than other colors usually have to. Check out my Druken Distortion. Though if you are looking for unique you might build Hope of Ghirapur or Karn, Silver Golem instead. Just watch out for that Vandalblast...

My Kumena deck is one of my favorite decks. Very different strategy (and colors), since it likes to go wide to abuse tap/untap effects, but isn't too control-y. But there are some cards that might be useful.

Salvager of Secrets works as both a Merfolk and a Wizard. Deeproot Waters is so good at rebuilding a board if I'm unable to protect it. It also really helps Lullmage Mentor go off, which could also be good with all the counterspells you got. Speaking of, something like Muddle the Mixture can work as another counter spell or a tutor for your many 2 drops.

If you have it or it's within your budget, Kindred Discovery can be a beast at drawing cards. The newer Reflections of Littjara can also really expand your board in really gross ways (making a token copy of Merrow Commerce feels so good in Kumena). If you can reliably get your merfolk tapped, Fallowsage is also very good, but that might just be me thinking of how much work he does with Kumena.

So let's say it's your endstep and I have a Fallowsage and a Ballista Charger out. Can I tap the Fallowsage to crew the Charger just to draw the card from Fallowsage and then move on to my turn after yours? Or in another instance, can I tap King Macar, the Gold-Cursed on your endstep to "half crew" Aradara Express so that on my untap phase I get the King Macar trigger? I'm not looking to fully crew to make the artifact a creature, just to get the tap or untap trigger from creatures.

ObIviom this still controls pretty well and smashes face without running Coat of Arms or Door of Destinies you know those tribal card staples. my play group is casual but i think the groups decks vary from 6-8 pemmin's aura does work well it takes advantage of Azami, Lady of Scrolls , Grimoire Thief , Empress Galina , Fallowsage , Judge of Currents , Seahunter , Merfolk Sovereign , Surgespanner and all that tapping makes Wake Thrasher huge and if you run and infinite mana loop with a blue source available it gets silly but i don't
