So I've been playtesting the following on MTGO, and having a fair bit of fun. It's a Mono Blue Control/Tempo deck that pairs Thing in the Ice   with Kira, Great Glass-Spinner to protect it and uses counterspells and bounce effects to manage the board state.

One of the themes from playtesting was the need to get the damage from TITI through once flipped, to prevent if being chump blocked on its second attacking turn.

Counterspell mix feels about right

Sideboard needs refining

Creatures need looking at for possible refinement:

1 Drops symbolU

At the minute we play Delver of Secrets  , which flips fairly consistently to give us a flyer that can attack or block and attracts removal as well as get damage through.

2 Drops symbolUsymbolU

At the minute, for budget Dimensional Infiltrator is mainboard. However if you own them Spellskite is just better unless you're playing a deck where having another flying blocker is useful, or against creatures with protection from symbolU. Thing in the Ice   is self-explanatory.

3 Drops symbolUsymbolUsymbolU

Kira, Great Glass-Spinner holds the deck together, and aside from Supreme Verdict we hold enough counters not to have to worry too much about wraths. 1 x Vendilion Clique to be flashed in, with value for the recurring etb trigger if returned to hand by TITI. I've dropped Shorecrasher Elemental at the mo, but I'm interested to test Plumeveil along with Stubborn Denial.

Other Cards

Mutavault. Manland to swing with when TITI flips. Doesn't enter tapped and low mana activation.

Updates Add

Playtested the budget version of this a bit more on MTGO. Dimensional Infiltrator for Spellskite, no Mutavaults, Cryptic Commands or clique. Also no sideboard tech. Ran a few other counterspells including 4 x Mana Leak and 2 x Shorecrasher Elemental. Beat a boros burn deck running Thalia, Guardian of Thraben and Boros Reckoner 2:1, went down 2:1 to merfolk having won game one. Lost 2:0 (easily) to 8 rack. Game 1 against merfolk I countered their Kira, Great Glass-Spinner to flip TITI, returning Master of Waves and a bunch of tokens to hand. G2 and 3 I struggled against the weight of bodies from 2 x early Aether Vials. Versus 8 rack, without a sideboard, there's 2 much creature/tempo counterspells, although I did better in G2 when I played first and had mana up.

Tweaked the mono blue list with 2 x Cryptic Command, 1 x Vendilion Clique. Will test on MTGO soon, but if anybody gets a chance to test on UnTap or Xmage let me know!
