When you play Mono Red Burn you end up having a lot of filler space available to customize your deck after adding playsets of Rift Bolt, Lightning Bolt, Goblin Guide, Eidolon of the Great Revel, Monastery Swiftspear, and Lava Spike. Along with that usually you run about 1 Shard Volley because drawing multiple can be devastating, and even 2 can be stretching it (but maybe play 2 if you think you can).
Some of the better options after that are Hellspark Elemental, Keldon Marauders, Vexing Devil, Searing Blaze, Grim Lavamancer, Shrine of Burning Rage, Exquisite Firecraft (which is a very underestimated card), Ball Lightning, and Magma Jet.
For the sideboard some good options include Blood Moon, Leyline of Punishment, Smash to Smithereens, Molten Rain, Curse of the Pierced Heart, Anger of the Gods, Dragon's Claw, Tormod's Crypt, and Relic of Progenitus.
Keep in mind that what cards I have recommended you do not have in paragraphs 2-4. Also you have stated that this indeed is a burn deck (like T4 kill you kind of thing) so I am treating it like that. And if this is the case you usually want to run 18 lands, maybe more (especially if you play with fetch lands). But if you are a more controlling deck then that is another story and I can go in-depth on the more controlling archetypes of Mono Red if you want.
Also Keldon Megaliths can be good, along with many other utility lands for red.

Rakdos Cackler Ash Zealot and Flame Javelin are some hard hitting budget options. People might laugh at your Lightning Strikes, Searing Spears and Incinerates for not being Lightning Bolts but they probably won't be laughing very long.

M O R E I N S T A N T S P E E D R E M O V A L. Ya, uhhhh Lightning Bolt, Smelt, Sudden Shock, Reverberate or Reiterate, Starstorm, Incinerate, Flame Javelin, and Volcanic Fallout are some options. If some prick coughmecough is playing infinites, you better have a response.

As other people have pointed out there's cards at 3 cmc that do 4 dmg they forgot to mention Flame Javelin and Stoke the Flames both cards I like but not very good for modern burn. So something at sorcery speed and 3 mana would have to at the bare minimum do 5 and I think that might be too strong even at sorcery speed

Looks like a classic RDW mono-red setup. The big secret to budget deckbuilding is sideboarding aggressively. Just accept some matchups as lost and double down on hating out the most popular decks- Smash to Smithereens, Forked Bolt, Electrickery, Dragon's Claw, Tormod's Crypt are all good. Your creature selection is good, and spell selection is great, but the synergy neccesary to make both work is a little off, losing a turn to shrine then waiting 5 spells for a payoff isn't great when you want to win asap- with creatures on the field, the morbid trigger from Brimstone Volley will outdamage both shrine and staggershock, and Flame Javelin, Flames of the Blood Hand or Browbeat are other alternatives. Searing Blood is going to have trouble finding targets it can kill that aren't tokens. Magma Jet is really good- the scry stabilizing your draws is incredibly good in a deck that otherwise doesn't have that kind of tool.
Depending on budget, it might be better to go for one of the 8-whack (Goblin Bushwhacker/Reckless Bushwhacker goblin tribal lists) or mono-green stompy, or pseudo 8-rack depending on preferred playstyle- there is a lot of teir 2.5 lists that are playable for ~$50 thanks to the ever rotating standard. So take your time and figure out what you enjoy, then build to that.

I have ideas, but let me first clear up a few matters. I think I see this deck as a spell deck. You cast instant and sorcery's with permanents on the field that generate tokens and damage to the player and later swarm the opponent.
Keeping that in mind I see cards like Hanweir Garrison as a break in the deck or rather making it clunky. So with that in mind here are some other cards I would replace: Path of Bravery, Faithless Looting, Burn at the Stake.
Removal is a key part of this deck, as well as damage prevention. Shining Shoal. Consider it, and Consider Spectral Procession. 6 CMC, not 3 CMC read the rules on it. There are more options like this. Now you have the ability to card remove, have higher CMC in a lower CMC deck and fill your token needs: Sorcery/instant needs.
IF you do the above, then consider Flame Javelin. Higher removal, low casting with high CMC. Staying budget without dropping money on lands comes into play now. Guess what. Thats modern, that is standard, that is magic. Buy one awesome land from time to time when you can and be satisfied that modern lands do not lose value on the norm.

Side Note: Buy Sea Gate Wreckage running one of these in modern decks will be a staple. Anyone that does not see well they do not see the value it offers decks like yours.

Elixir of Immortality isn't the best choice for a burn deck...
and Young Pyromancer is usually too slow for it.
17 lands is kinda risky too... Try 19 lands. Maybe you'll enjoy using 1 Keldon Megaliths too.
You might enjoy Anger of the Gods better than Volcanic Fallout... although fallout does some damage to your opponent, Anger of the Gods kills many things Fallout doesn't. Plus it is extra powerful VS Dredge. And also, Pyrite Spellbomb can kill one pesky little thing called Kor Firewalker.

Is it designed for duel commander (2 player) or regular commander (3+ players)? As duel commander starts with 20 life now whereas regular starts with 40, different strategies are more viable. There is also a slightly different banlist so some of the cards i would recommend for one are not legal in the other.
Here are some suggestions that hold true for either case.
spot removal: Dreadbore, Terminate, and Murderous Cut kill most creatures. Yes you can use your burn for this but idealy you would rather save burn to hit players directly and bigger creatures can't be killed by damage as easily. Planning on burning your opponent out is a bit more relevant in duel commander but you still need removal for big creatures in either format.
some of my other comments are a bit dependent on which format you want to build for.
