@Squire1 UR isn't particularly good at answering threats once they're on the board, and playing draw-go with Jhoira seems fine. You can just suspend your haymakers on an opponent's end step if you didn't need to counter anything, and most of your threats are going to be so powerful that they won't need much to protect them.

I mean I don't know. Disruptive Student isn't really a playable card, so making it a 2/4 that occasionally draws you a card or two wouldn't make it broken.

Avarahaion It does -okay-. Out of all the mono-color budgets I've made this one doesn't do any less poorly in terms of wins, but it does have trouble hitting for the win when it's in a dominant position. Things like Disruptive Student are surprisingly relevant when you can use Alexi to bounce their creatures. It requires a bit more effort than mono-blue normally does though, because it's definitely more passive than not. So far the most awful decks it faces are things like Narset, Enlightened Master(though who doesn't), and other generals/keypieces with built in shroud or hexproof unless countered.

Out of all of them it's the one I'm taking suggestions most seriously for though, to make it a little less passive while sticking to the generals strengths.

If it were me, I'd focus on a lot of wizards that counter spells )since they are getting 1 card per turn), so Brine Seer, Disruptive Pitmage, Disruptive Student, Ertai, Wizard Adept, maybe Lullmage Mentor, Patron Wizard, Soratami Savant, Vodalian Mage, etc.

This in combination with actual counter spells means they're effectively locked out once you're setup.

Your "friend" certainly sounds like a chump. The gall of people like that. Anyways a great idea! I'd recommend quite a bit. Sphinx cards are excellent with counterspell decks. Like Consecrated Sphinx and Prognostic Sphinx which are great for drawing and blocking. Or if you by chance have an affinity for angels maybe Serra Sphinx would fit your taste. Disruptive Student and Disruptive Pitmage are creatures that can counter for you and often. Judge's Familiar can ping your opponent or be sacrificed as a counter. Your walls are excellent. The only spells or sorceries or instants I'd add are Ponder, Rhystic Study, (A classic.) and Mana Leak. With scrying and drawing you'll be able to get through your deck with ease but a Mystical Tutor takes the chance out of it. Oh and one last creature suggestion, for that "Friend" Jin-Gitaxias, Core Augur will wreck their day, I promise.
