Jhyalli, Gavel of Paludaria

Legendary Creature - Zombie Dragon

Flying, Trample, Infect

At the beginning of your combat phase, you may put a -1/-1 counter on any number of creatures you control, then sacrifice all creatures you control without a -1/-1 counter on them.

: Target creature you control gains Undying.

: Target creature you control gains Persist.

6/3

I'd like a legendary creature made generic, like before they were notable:

Akki Lavarunner  Flip, Kitsune Mystic  Flip, Cunning Bandit  Flip, Budoka Pupil  Flip, Bushi Tenderfoot  Flip, Callow Jushi  Flip, Hired Muscle  Flip, etc. but not necessarily a transforming card. Disruptive Student and Hanweir, the Writhing Township from Hanweir Battlements+Hanweir Garrison are also cool possibilities, any other ideas I'm eager to see!

Benthehen333 - Absolutely! Not a problem. Excited to see the "Still Budget Upgrade List" for sure! I'm hoping to branch out and get more fun "Budget" decks after I made my first EDH Deck modeled after a Voltron Kozilek, the Great Distortion . The deck is a little strong for my meta as well, with the exception of two other not budget decks. If you care to see it: Koz, Colorless EDH Deck

To answer your question I looked at The Tax Man Cometh by KayneMarco and I would prefer you didn't by Molesto-the-Egregious as references: Disruptive Student , Vodalian Mage , Disruptive Pitmage , Turn Aside , Approach of the Second Sun , Kasmina, Enigmatic Mentor , Dovin, Hand of Control , God-Pharaoh's Statue , Monastery Siege , War Tax , Lavinia, Azorius Renegade , Daxos of Meletis , Baird, Steward of Argive , Aven Mindcensor , Teyo, the Shieldmage , The Wanderer , Time Wipe , Foresee , Azor's Elocutors , and Marble Diamond are several Non-Land Sub $1 cards I saw in there as well. The list goes on, for sure. I didn't look into it beyond this but any W/U or Colorless card that let's you draw when an opponent draws would be fantastic. Mind's Eye would be a good Sub $5 card I know of, if there were to be upgrades in that deck.

Drop these:

If you want a few creatures that can counter spells maybe try:

Also, these wizards might help yout sub-themes of copying spells and stealing creatures:

Let me know if there's a specific reason you're using a card I suggested to remove.

@Squire1 UR isn't particularly good at answering threats once they're on the board, and playing draw-go with Jhoira seems fine. You can just suspend your haymakers on an opponent's end step if you didn't need to counter anything, and most of your threats are going to be so powerful that they won't need much to protect them.

@NickyBolas Here's a list of soft counters I think are reasonable in EDH:

My problem with Mental Misstep is that I always feel relieved to see a target for it, which usually indicates that the answer is too narrow.

I mean I don't know. Disruptive Student isn't really a playable card, so making it a 2/4 that occasionally draws you a card or two wouldn't make it broken.

Avarahaion It does -okay-. Out of all the mono-color budgets I've made this one doesn't do any less poorly in terms of wins, but it does have trouble hitting for the win when it's in a dominant position. Things like Disruptive Student are surprisingly relevant when you can use Alexi to bounce their creatures. It requires a bit more effort than mono-blue normally does though, because it's definitely more passive than not. So far the most awful decks it faces are things like Narset, Enlightened Master(though who doesn't), and other generals/keypieces with built in shroud or hexproof unless countered.

Out of all of them it's the one I'm taking suggestions most seriously for though, to make it a little less passive while sticking to the generals strengths.
