$100 budget deck i made for my pod, used the random commander generator because we all are, so I may not know all the best cards in the color because I don't usually play blue. The budget is really $100 + the cost of the most expensive commander someone got.

you play inexpensive defender spells with high toughness to sacrifice for zombies and swing in to win. Somewhere along the way you use some steal effects to take your opponents creatures and sacrifice them, you'll untap your commander to do his effect multiple times, and some counter spells just for good measure.
