I found a new card (new to me). 1 Card change here:
Pyre of Heroes. I am taking Engulf the Shore out.
Engulf the shore is cool blue board wipe no doubt, but we already have Evacuation and Cyclonic Rift and Spellseeker to fetch Cyclonic rift. With how many cards we are seeing I am willing to take out 1 of the wipes.
Pyre is insane because this list is pretty much already built to abuse it.
Pyre works with every creature pretty much:
- All 1 costs get my 2 cost changelings. 1 cost changelings get any 2 cost.
- 2 cost changelings get any 3 cost including Spellseeker, and phantasmal image can be made to get sphinxes.
- 3 cost changelings get any 4 cost. Spellseeker can get Master of Winds because they are both wizards. (This raises the value of master of winds AND Spellseeker.) And I have some bomb 4 costs, looking at Roaming Throne, Spark Double, Sakashima of a Thousand Faces.
- Interestingly, pyre isnt as strong with my 4 cost cards because I want them to stay on the field/ they will be copies of something else. And thats fine right because pyre has done its job? So Defiler of Dreams is the single 5 cost I would want to cheat in, however the 4 cost I have on the field tends to be just as good or better.
- But my other 5 cost sphinxes (Jwar Isle Avenger and Quantum Riddler can pull out Consecrated Sphinx, or Dream Eater. Imagine warping in Quantum riddler getting the card draw, sacrificing it to pyre, putting in an absolute bomb.
- Even my 6 costs have bomb hits in the 7 drop slot, Conspiracy Unraveler, Scholar of the Lost Trove, or even Enigma Thief for a clutch tempo swing.
All the while, if Unesh is on the field: Pyre is not only giving options to the engine, it keeps it running. Pyre can be considered a sphinx as far as the engine goes, because it lets me hit sphinxes that aren't in my hand. In blue, having a creature tutor in a creature heavy deck is DOPE. I used to wish that I could use Worldly Tutor or even Birthing Pod, but those are green cards. They cant go in a mono blue deck. With Pyre of Heroes that kind of play is possible.

You can cut any of: Abyssal Gatekeeper, Bloodrite Invoker, Disciple of Tevesh Szat, Drownyard Explorers, Faerie Invaders, Fathom Seer, Gryff Vanguard, Gurmag Angler, Horror of the Dim, Jeskai Sage, Jhessian Zombies, Jwar Isle Avenger, Messenger Drake, Zombie Outlander, and Helm of the Ghastlord.
Cut 2 basic lands and add more mana rocks like Commander's Sphere, Darksteel Ingot, Fellwar Stone, Prismatic Lens, Star Compass.

Jwar Isle Avenger seems kinda meh at best, even when it's splurged. And when it's NOT, it's pretty terrible. I think Monastery Swiftspear in place of that would make your deck faster and more explosive. I feel the same about Goblin Freerunner, however I think I would still prefer it over the Avenger. I would also swap both Chandra, Flamecallers to the sideboard in place of the Anticipates, and bring it in for longer, grindier matches. If not both then at least one.

DruneGrey & ChiefBell - You're correct that -X/-X is more powerful than +X/+X, so massaging those numbers a bit would be something I would do. However I'd like to look at a few examples of creatures that do so on ETB w/o any riders. Silumgar Butcher and Wasteland Strangler both come to mind as creatures that do this, but both require additional setup.
As far as cost-reduction mechanics. In these I would add a Cost Reduction Modifier to the denominator of the MVT. They're already pretty hard to evaluate, but I think I have a solid idea for a few.
Surge - If you notice, the Surge cost of some of the commons is about 1-2 more mana than you would expect to pay for that spell. However in all cases the least amount of mana you can pay is 0, which is great, but the real-world-case is at least 1. This would make me want to adjust the CMC of a Surge card to become the average of its Surge Cost and it's actual CMC. So Jwar Isle Avenger would have an Adjusted CMC of 4 since (3+5)/2=4. And 4 mana for a 3/3 flier is an MVT of 1. Reckless Bushwhacker is harder to evaluate there, since he gives +1/+0 if surged. This leads me to want two different MVTs for Surge cards: A non-Surged MVT and a Surged MVT. Then I would take the average of the two.
Delve - Looking at the "vanilla" delve creatures I'd wager that 
in Delve is equivalent to 
paid normally. So Gurmag Angler would normally cost 
in a regular set, but because of Delve gets added on. This mans that Tasigur, the Golden Fang's non-Delve CMC would be 
, which makes me uneasy. So I'd want to adjust a Delve spell's CMC by 1.

Roiling Waters is doing you 0 favors in this deck. i am personally not a fan of Jwar Isle Avenger (a 3/3 flier for 3 is good but not great, and a 3/3 flier for 5 is horrendous). replace those 3 with red cards to even the deck out. i suggest more Goblin Freerunner if you have them.

So, I picked up two Fat Packs (and one booster) of Oath of the Gatewatch. Was hoping to pull an Expedition, but ya know. I think this was more bust than anything, but my pulls were:

1x Kozilek's Shrieker F
2x Oath of Jace

1x Embodiment of Fury F
So I think I'm gonna stick to buying singles.
