I had a longer post but it got lost in the shuffle. Anyways, I like what you're doing here and hope some of these janky ideas will work!

I like Grasp of Fate in a deck like this. If you know who is able to remove it you can make a point of not targeting anything too serious of theirs, in some metas it's not hard to keep this out (lots of decks without Green or White). Stroke of Midnight is another reasonable removal spell with a high level of versatility.

Since you run a lot of wipes and removal I feel like Kothophed, Soul Hoarder is a pretty solid include. As long as he kills what he blocks he'll draw a card each time, any removal that sends stuff to the graveyard is much better, and your wipes can easily feel like Decree of Pain, obviously not great if everyone is on infinite creature combo (in which they don't win that turn as well) but if people have ~10 creatures out you'll get a new hand. Kothophed also draws cards vs things like Fetchlands and Treasure/Clue tokens, I think he's more risky if you don't have a good counter package.

Have you thought about something like Sakashima the Impostor to copy Ioreth? If you have your Commander out she can kill off the entire table except the best thing, which you can keep.

Liliana, Death's Majesty is a nice fit in cards that like the idea of a wipe but might already have several, this Liliana makes tokens and can reanimate stuff in a pinch, but it's the wipe that's extra spicy.

War Tax is a janky card that can be used to protect your planeswalkers, but it can also be used politically, though it suffers a lot of people don't keep their word, the way I like to use it is to make deals with people, they agree either to not send at me (or send less at me), and if they do I don't tax, if they don't I either tax or remove stuff of theirs as punishment. It's really good if the next player is the most aggressive, and the effect is worse if you have 'better' things to do with your resources, but this is a mana sink that people really sleep on.

Have you thought about Prosper, Tome-Bound in here to make Star Bits/generate card advantage? People usually use it as a Commander, but I suspect it'll do work in the 99 too. Any reason (price comes to mind, I missed my opportunity on these) you don't use The Ozolith? It seems like it has huge synergy with your Commander.

There is a fair bit of Voltron that might work in here, Juri can get big enough for Mask of Griselbrand to be very useful (he'll have Lifelink when he dies if he was equipped, so you can just deal damage and gain cards instead of life), Dauthi Embrace is very good at helping any creature attack safely, yours or an opponents even, you might try out Shizo, Death's Storehouse and/or Shinka, the Bloodsoaked Keep, either works for Juri or another Legendary, but I think Witch's Clinic offering Lifelink, even if it's only to your Commander, will be quite useful. I also like Berserkers' Onslaught for Double Strike on your entire board, 5 mana to permanently double your attacking power seems like good value. Finally, there is the new (and fairly unusual) Scavenged Brawler, this is a way to put 4 +1 counters on Juri once the card is in the graveyard, but you also get a bunch of very powerful keywords that synergize very well with a +10 power Juri. Since you like to sacrifice stuff, if you choose to try out some of those voltron cards you might like Rite of the Raging Storm, it makes plenty of tokens, and they aren't coming your way. Rite really likes Exquisite Blood and Kothophed, Soul Hoarder, and both I would argue are independently playable. All of these cards do a surprising amount of work in my own Rakdos deck, and I think your Commander is also pretty beefy.

For me I think it was realizing just how many cards have really impressive synergies with Rite of the Raging Storm, I didn't really expect much from a 5/1 but if you throw in stuff like Mask of Griselbrand, Kothophed, Soul Hoarder, and/or True Conviction and it quickly gets 'out of hand'. There is an endless array of equipment, anthems, auras, aristocrats etc that love to see those 5/1s ETB, swing, deal damage, and die, there is so much juice to squeeze out of those tokens, and they require no further input beyond the initial 5 mana cast.

Not sure if Sengir Autocrat would help out/fit in, it's an evil rich person who comes with several tokens you can sacrifice. I think there is a similar vibe for Ogre Slumlord, both of those feel like rich town folk that are exploiters, and both provide you with fodder to sacrifice.

Not sure what kind of decks you face, but if they don't play as many creatures as you then Thalia, Guardian of Thraben is a Thalia that's depicted as a person of colour. Thalia is really good vs decks that rely on non-creature spells, but if your group is all creature aggro then she's just a 2/1 with nice art.

Are you playing 1v1? Rhystic Tutor is a really bad card if you play against more than 1 opponent because it's so rare for nobody to have held up mana, and it's a sorcery so you can only use it on your own turn. If you have any cards that are 'good' in the graveyard then I'd replace Rhystic with Jarad's Orders or Final Parting, Orders has a voodoo feel, Parting is a bit tougher, but it's a really good card fwiw, especially if you're on a budget. If you need an on-theme card that likes being in your graveyard I think Skyclave Shade seems a decent fit, it could easily be an underworld spirit that just keeps coming back, like the ones serving Shadow Man/Dr Facilier.

With your Commander having Deathtouch (and you running Vault of the Archangel) I wonder if some Trample sources would work? I like Brawn an awful lot, and your Commander can sacrifice it, if your opponent blocks a creature with Deathtouch and Trample you only need to deal 1 damage to destroy each blocking creature, so the rest goes through. It doesn't have much story connection I can think of, but Scavenged Brawler is pretty good with your Commander, none of the keywords overlap, and your Commander with Vigilance and Trample is really scary.

It's a bit clunky but Kothophed, Soul Hoarder is a pretty strong card if you expect your opponent to lose creatures regularly, with your Commander you will be killing a lot of creatures, so you'll draw some cards I expect. Kothophed could represent those dark powers who hold Shadow Man's debt? Kothophed offers lots of power, but it comes at a price.

FormOverFunction that actually sounds like loads of fun, it's just too much information for my brain to download. Maybe as I get more familiar with cards, it'll take less time to look through 3800. Right now I basically have to stop and read each one (most of the playing I've done until about a year ago has been Standard on MTG Arena, I started at War of the Spark. We've got a long way to go).

DreadKhan oooh Allure of the Unknown would go really well. Give a card to my bestie and I draw 5 cards, that's incredible! Kothophed, Soul Hoarder is in my other demon deck, but would work better here methinks. That deck depends on Razaketh, the Foulblooded saccing my creatures, and Dictate of Erebos making other players do the same, but Rakdos just has all of that built in and can make Kothophed draw me cards more reliably.

If you want a solidly political Rakdos card, I like Allure of the Unknown, it's obviously a bit risky, but it's often a very good card if you have someone who's not actively out to screw you over. I also like Rite of the Raging Storm, it's pretty chaotic and tends to eliminate the weakest players pretty quickly. Volcanic Offering is strong enough to see play and has a political element. I'm torn by cards like Ogre Slumlord, it's a great source of bodies as long as any creatures are dying, but he's obviously not a demon, there is Kothophed, Soul Hoarder but he only cares about other people's stuff dying, and will cost you some life.

Angel's Trumpet might do some work in here? It's a source of Vigilance that also does damage to decks that won't swing (and make them unable to block). Goblin Diplomats can also force them to swing, if you consistently have the better board this can win games easily. If you know people are going to attack and you want their board to survive (or you want yours to survive swinging) you can try War Cadence, this is a sneaky enchantment that's easy to underestimate since you can activate it during anyone's turn.

If you expect other people's stuff to die, there is Kothophed, Soul Hoarder that can draw a bunch of cards. This can be extra good if your meta is fairly spiky, as this draws off of any sacrifice effect your opponent's use... this can also kill you technically vs a treasure (or other infinite sacrifice based combo). Mask of Griselbrand is pretty good with decks that expect to lose creatures a lot while attacking, Lifelink and evasion are sweet, cards are even better I find, this card is amazing with Rite of the Raging Storm (as are Berserkers' Onslaught and Exquisite Blood actually, not sure if they're within your budget).

If people play lots of non-basic lands vs you then Dwarven Miner and Dwarven Blastminer are disturbingly strong. Volcanic Offering can also torch 2 lands and 2 creatures in many matches. If people avoid non-Basics then these are bad cards, so beware.

Really random, but if you expect your opponent's stuff to be dying, you can use Grave Betrayal to steal them, letting you swarm them the next turn.

If you tend to have tokens that aren't very impressive, Hell's Caretaker can turn one into any creature in your graveyard by tapping.

If you're interested in playing fair, then you might like Mazirek, Kraul Death Priest. This can take a board full of utility creatures and make them very formidable very quickly. Hell's Caretaker is a card I find useful that doesn't go infinite with anything I know of, it just lets you sneak stuff in once per turn. If you don't include anything like Pitiless Plunderer you can set up repeatable sacrifice loops to generate XP for Meren, probably to reanimate a Protean Hulk or someting else juicy. For this you might use Gravecrawler or Haakon, Stromgald Scourge and probably a 1 drop Knight to have something you can keep killing over and over. Any card that cares about creatures dying will go off, so some stuff that draws on death might be nice, Liliana, Dreadhorde General is a versatile card that fits the bill.

In my experience, the best thing you can tutor up is usually Protean Hulk, Sidisi, or Razaketh, any of these tends to spiral out of control in a deck that can reanimate them on the end step or sooner. Hulk can find various creatures to solve whatever problems you have, but you probably need a sac outlet to ensure it dies right away, the others are more generous. Razaketh notoriously likes abusing Life / Death to set up a pretty quick win when you're ready, you can find stuff like rituals to generate enough mana to go off.

If you want another reanimator that isn't picky, there is Demon of Dark Schemes that helps clear the board of weenies, and as long as you don't have cards that generate mana the Demon won't go infinite with something like Mitotic Slime or Underworld Hermit, they'll just give you lots of triggers for your extra mana. Demon also likes Merciless Executioner type creatures, they can easily generate Energy. Another reanimator I often forget reanimates stuff is Liliana, Death's Majesty, this brings back stuff as a Zombie if you don't want the ultimate, and she survives some wipes as a PW that can make 2/2s while milling you. Some people don't like PWs so ymmv.

I suspect that if you're not sure if you need more wipes, you might want to try one or two more. In Black there is Make an Example that is very brutal as you always hit your priority target for each opponent. It won't clear the board, but it can help manage it, and you can follow it up with a bunch of forced sacrifice. One card that likes seeing a wipe happen (that makes running extra feel less problematic) is Ogre Slumlord, if you run enough 'pay life'effects you might want Sangromancer, and if you think you can kill enough of your opponent's permenants then Kothophed, Soul Hoarder might work out, that can turn a Damnation into a big draw spell.

If your deck is finding it hard to stay alive, you can use Dawnstrider to save you on needing to reanimate a Spore Frog, though I use both as I find Meren can be annoying to certain players.

If you like Phyrexian Arena and aren't using 'win on the spot combos', have you considered Protection Racket? This can draw plenty of non-land cards or deal damage to your opponents, both seem good as long as you don't care if you lose some random 1-3 drops. There is also Black Market Connections, this can provide various resources without being as busted/all-or-nothing as Necropotence.

Hope some of this is helpful! Any Commander that requires a lot of tutoring is very frustrating to learn to play, Commander is incredibly hard to master, but it's easy to get better with practice!
