Yeah, I suppose that they could be tutorable, but I'm not sure I'd ever choose them as my target with Fabricate tbh. Still, worth considering though.

I'm in the process of making a Noyan Dar deck and yours is one of the better resources out there. Here's some cards that I'm trying to squeeze into my decklist that I think you should consider if you haven't already, I'd love to hear your opinion of them:
Tezzeret's Gambit - 3 mana (4CMC) to draw 2 and proliferate, one of my favorite cards ever
Steady Progress - 3 CMC, draw 1 and proliferate
Fuel for the Cause - 4CMC, counter spell and proliferate
Reconnaissance- Can be used to untap your lands / save them from combat
Momentary Blink - Alternative means of protecting Noyan Dar (or really any creature, Sun Titan is a good target too). I love that it has flashback.
Mind's Dilation - high CMC but has the potential to blow out games
Astral Cornucopia, Everflowing Chalice - mana rocks that are good on their own but synergize well with the proliferate spells we can add. Inexorable Tide plus one of these could net you a lot of mana pretty quick.
I really like the proliferate subtheme that blue has access to if you couldn't tell.

I tried out utilizing Proliferate in my earlier builds, but ended up going a different route.
Reconnaissance is worth a look though.

Some thoughts:
Sacred Ground is the first card I'd recommend, for obvious reasons.
Reality Strobe, while probably not strong enough, might be hilarious.
Archangel of Thune is good, and will make all your lands bigger.
Mikaeus, the Lunarch, Ajani Goldmane, and Ajani Steadfast all also have the potential to pump your team of lands, but I think the angel may be the best in that role.

Hi markbeloit, I've actually run Sacred Ground in the past, and found it to be lacking, believe it or not.

A new favorite card of mine in a singleton format like EDH is Isochron Sceptor. It will allow you to replay important spells basically every single turn as long as it's there instead of just one and done. I think one of the better options I see up there is Imprinting something like Teferi's Response to counter and draw two or Hindering Light to counter and draw one. When I've used it it has almost always been with counterspells, but you've got some combat tricks that could be useful as well or cheap removal like Swords to Plowshares or Path to Exile. If you are up against tokens you could even do Displacement Wave for 0. The neat thing is that whenever you do it you are activating your commander too.
The cool part is that if it's a counterspell you can protect it pretty easily since it's not as likely your opponent will have two targeted artifact hate cards in hand to stop it.
I also like how you build decks with gusto. Damn the cost, what's a thousand dollars? lol.

Hey, the sceptre is great, but I always worry about it being a juicy target. I wipe out non-land permanents a lot, so it may not last either....

If you feel like updating this deck, I think Disallow and Baral, Chief of Compliance are worth playing.

It's been a long time since I've visited but here's some more suggestions:
Spellweaver Volute - Super unique card that I found recently. Two factors you'll want to consider are the high number of counterspells you have (which are essentially useless for this) and the low number of sorceries you have. I only run with 5 counterspells and my instant/sorcery ratio is closer to 1-to-1.
Spelltwine - really shocked to see this one wasn't suggested yet. 3 cast triggers in one card.
Cascading Cataracts - Another Darksteel Citadel.
Supreme Will - can serve as a counter or an Impulse, I like having options.
Cerulean Wisps - pays for itself and replaces itself.
Contested War Zone - So good news / bad news situation. The bad news is that Mirrorweave doesn't act as a board wipe in this deck like I previously thought. The copies simply become unanimated lands instead of 0/0 elementals. (Although maybe you have it for its general usefulness.) The good news is you can combo Mirrorweave with Contested War Zone if you're into this kind of trickery. The combo works by getting past an opponent's blockers, and then casting Mirrorweave targeting an animated Contested War Zone. All the defending player's creatures become a Contested War Zone and now you control them all.
Hostile Desert - Kinda "meh" but if you have lands in your GY and you want to put them to good use, here's one way. Flavorful too.
Attunement / Pursuit of Knowledge - Strong effects. Combo well with Alhammarret's Archive or Thought Reflection.
Question for you - how do you like Metallurgic Summonings in place of the creatures that share a similar "cast to get stuff" ability - Talrand, Sky Summoner and Docent of Perfection Flip? Would you ever run all of them or would you consider it overkill?

I really like my Noyan Dar deck and I see ours are really different. I really liek your list but I have a few questions about how some cards work out in your build. I have pondered about a few of them for a while but I figure you might have a bit of experience with them.
What do you think of Clockspinning ? I feel like I'm missing out as this is a spell I could cast multiple times.
Is Sphinx's Revelation worth playing? I feel like it is color intensive and expensive. Is the life gain worth it? Just curious.

I'm a real fan of Clockspinningas it's a reusable was to spam tokens onto our lands, or remove essential tokens from threats.
Sphinx's Revelation, although colour intensive, has done me plenty of good. I wouldn't call it essential tech, like View from Above, but it's strong.
