You need more landdisruption. Surging AEther , Regress and Resounding Wave are some more.
Dictate of Kruphix for overdrawing. Magus of the Wheel for Fading away the lands in hand.
Delver of Secrets Flip for aggressiv attacking.
You dont need Cryptic Command . Mana Leak works perfectly without lands and is cheaper to do a lot more a turn.
If you constantly can bounce, then they cant play anything. Blood Moon and Trinisphere dont make anything. Play more disruption.

Yes, 3x costing Boomerang/Eye of Nowhere/AEther Tradewinds/Capsize/Consign to Dream/Crosis's Charm/Grixis Charm/Recoil/Regress/Rescind/Resounding Wave/Wipe Away mean that either the ability is too powerful or can't go on a commander with blue. But that's not even the worst of it, as there are more wording problems... How would Aether Gale even work with overload?!

So there's this card, right, New Perspectives, that is seeing play in a standard combo shell. The way that combo works is you cycle all of your cards with cycling after dropping New Perspectives (faith renewed, Shefet Monitor, and the cycle dual-lands). Sometime during this process or before this process begins, you enchant one of your lands with Weirding Wood. You then use Vizier of Tumbling Sands to untap and float as much mana as possible with the wood.
Once you've run out of most of your gas (viziers and monitors), the deck uses Shadow of the Grave to get it all back. Then rinse and repeat. Eventually, you will have so few cards in your deck and so much mana you will be able to cast Approach of the Second Sun and have it go right back to the top of your library. Cycle into it again and then recast to win.
So, modern. is a lot for a modern combo piece. The lucky thing is, the deck is built to combo off tapped out. Additionally, a modern New Perspectives deck doesn't need Weirding Wood - it can just win with Laboratory Maniac, and has extra Vizier of Tumbling Sands in the shape of Esper Sojourners , which have the added bonus of tapping our opponents lands. Modern also opens us up to Resounding Wave, which is just too. Much. Fun. We also get Angelsong, which I would consider a strict upgrade over Haze of Pollen.
So the modern deck needs to figure out what it wants to be. It has two options: it can try to ramp into its New Perspectives, or it can delay the game until it hits New Perspectives. Any thoughts on where I should take this?

welcome to commander hope you enjoy it! its all about multiplayer! here are some quick suggestions that hopefully don't break the bank and help up your power level.
Unsubstantiate over Unsummon
Crux of Fate is good with a dragon commander.
Lim-Dul's Vault over Diabolic Vision although it doesnt actually draw a card but its an instant...
Dimir Aqueduct, Underground River, and Darkwater Catacombs are good lands.
Phyrexian Reclamation and Mystic Remora are high value enchantments.
Bloodgift Demon and Burnished Hart and Steel Hellkite are good creatures.
Sol Ring and Dimir Signet are good.
Animate Dead, Brainstorm, and Swan Song are great.
final note Resounding Wave is also not allowed in a dimir deck because it has in the card text.

Have you tried Riftwing Cloudskate? I find it useful in place of a 3 mana bounce, since once you start filtering through the deck, mana can be tight, and it helps you catch back up on bouncing when you may not have the mana to cast Regress or Resounding Wave.
