This deck could use a Coat of Arms and a Brainstorm . You might also want to invest in Primevals' Glorious Rebirth . Terminus is also a fine option for this deck. I play a Sphinx tribal deck myself so trust me when I say this: you need counter spells. Rewind , Unwind , Dissolve and Put Away are great options. Elixir of Immortality is also a worthy investment.

besides Put Away and Repopulate, there's Feldon's Cane, which was printed as a Common in Chronicles... if you're playing paper, that is. Sac' the cane in response to a sacced Relic.

Looks good! The first EDH deck I made was Zur, and he's a lot of fun.

I feel like you're a little short on countering. Dromar's Charm has a little versatility and is easy to get, and Put Away can reset an enchantment in your graveyard. Forbid is excellent with Zur, since you don't really need to play any cards other than counterspells once he's attacking.

I'd also try to find room for Seal of Doom, since it's just about the only tutorable way to put a creature in the graveyard, if your opponent plays a juicy target for Animate Dead. Nevermore has pretty obvious applications in EDH, but you might conisder it a little rude. One powerful piece of tech most people won't recognize is Merieke Ri Berit. On her own, she's a three-mana Control Magic that has to wait a turn - which can still be decent. With Zur, though, you can tutor for Pemmin's Aura, repeatedly untapping her to destroy all of your opponent's creatures and keep the best for yourself. It's a good time, let me tell ya.

This looks pretty good so far. I would put more ramp artifacts in if I were you, so that you can tap them for mana twice each turn to get more cards out more quickly. Sol Ring and Commander's Sphere are good options for a budget deck.

I would also try to get some more removal in there that works with brago, like Exclusion Ritual, Angel of Serenity, Aether Gale, AEtherspouts, Act of Authority, AEtherize, because brago doesn't do a lot of damage quickly, he just controls the board state, so returning things to hand can be just as convenient or sometimes even better than destroying it (It also ignores hexproof/protection and indestructible). Spine of Ish Sah and Duplicant too.

Cloudform and Lightform from fate reforged are really good with him too, because when you bounce the enchantment and the manifest card, the manifest card returns to the battlefield face up, and then you get to manifest your top card again!

If you're looking for combo's with your mana rocks or just extra value each turn, Strionic Resonator is really good for getting extra triggers on any of your permanents, even brago's board bounce (which makes it come in untapped to do it again if you wish).

Savor the Moment would be a good addition if you can find the space, because it works well on its own, but if you get Archaeomancer out too, you can keep taking extra turns and untapping your mana rocks and creatures infinitely with brago. This works with most of the other extra turn spells too, but savor is 3 mana so it's probably the easiest to pull off, but the other ones would let you untap your lands to make it easier to cast again.

And lastly, if you're interested, Parallax Tide and Parallax Wave are two really good enchantments for blinking lots of things all at once.

Just one little thing that I thought I should mention about one of your current choices too is that I would highly recommend adding Arcane Denial in place of Put Away, as it is cheaper to cast and you dont have enough tutors to make use of Put Away. Plus, the version of Arcane Denial that Tapped Out shows is probably the Commander 2013 version, which is $3-4, but the original version is only 75 cents, so it's cheaper than it looks (which you can adjust when adding it to the mainboard so that it doesn't mess up the TCGPlayer price shown on the side)

I know some of these suggestions are hard to fit into the budget, but like I said, they're just suggestions to get the ball rolling and hopefully help to fill in some of the gaps that needed filling.

After first match: reasoning

After the first match it became clear that this deck needed less restrictive, more efficient counters, and more fog effects.

Changes

  1. Mindshrieker -> Dawnstrider
  2. Disdainful Stroke -> Counterspell
  3. Put Away -> Deprive
  4. Countermand -> Dream Fracture
  5. Remand -> Foil
  6. Swan Song -> Vex
  7. Jace's Erasure -> AEtherize
