Built this deck a couple years ago, and am giving it another look and some tweaks.

It works by bounding spells back into the opponent's hand with stuff like Vapor Snag (which I will probably mainboard, and should replace Cyclonic Rift on a budget), then hoping to naturally cause discard due to hand size, or force it through Dark Deal and Wistful Thinking, then taking advantage through Dream Salvage, Waste Not, and Liliana's Caress, and really making things hurt when you drop Displacement Wave or flip a timely Thing in the Ice  . If you end up with a large hand, and a Raven's Crime, you can discard a bunch of lands to finish off the game. It might be worth holding Thing in the Ice back game 1, so the opponent pulls removal, so you can set up Jace's Archivist. You can still win through the enchantments. Updated to include 1x Perplex, as an extra counter and as a tutor if I'm missing something critical. Threw in 1x Megrim so it can transmute with Perplex.

Some budget notes: The surprisingly pricey Cyclonic Rift can also be easily replaced by Devastation Tide, Eye of Nowhere, Unsummon, or Boomerang. The unsurprisingly pricey Damnation can be replaced by Languish. I think Darkness is hard to live without, but more Crypt Incursions might do. Waste Not can simply be omitted. 1-2X Megrim wouldn't be crazy, to play as extras of Lilianna's Caress, as having multiples in play is not redundant, and Megrim's higher mana cost might be missed by a 2-mana Displacement Wave.
