Ultimately the guide to what these cards do will be Gatherer, which will be updated with new oracle text for the cards once the rules change for Dominaria goes live. According to the FAQ the expected change should be as follows:

Kyren Negotiations:
Tap an untapped creature you control: Kyren Negotiations deals 1 damage to target player or planeswalker.

The FAQ says that any ability that targets a player will now be able to target a player or planeswalker (if it targets an opponent it will be able to target an opponent or planeswalker, meaning you could now target your own planeswalker).

Impact Tremors:
Whenever a creature enters the battlefield under your control, Impact Tremors deals 1 damage to each opponent.

The FAQ says that an ability that deals damage to each opponent without targeting will remain unchanged, meaning they will lose the ability to damage enemy planeswalkers when the redirection rule goes away. It does indicate that Vial Smasher the Fierce will be an exception to this, but we don't know what its oracle text will be yet.

Goblin Bombardment:
Sacrifice a creature: Goblin Bombardment deals 1 damage to any target.

The FAQ says that abilities that target creatures or players will now be able to target creatures, players, or planeswalkers, and use the new clean phrase "any target" to indicate this. Note that even though it says "any target" the rules do specify that the phrase means creatures, players, or planeswalkers. You won't be able to target enchantments, cards in exile, counters, or any other crazy thing unless it also falls into one of these three categories.

Have you tested with a few more non-comvat win cons? Specifically, I'm thinking about:

Invoke the Firemind and Mindswipe are sometimes unexpected, as well.

Maybe test with Shared Animosity, Mana Echoes, Kindred Summons, and something like a Kyren Negotiations + Throne of the God-Pharaoh to get extra value from Assemble the Legions?

Settle the Wreckage, Comeuppance, and Fight to the Death might be useful conditional wipes that leave your critters alone.

This is my favorite commander. Please visit Revenge of the Nibblers sometime if you'd like to compare notes. I'd be happy to talk shop about any of the choices I made there.

It looks like you might want more U sources and fewer R ones in your mana base. You might ditch some colorless lands and some Mountains and other U & R tap lands for Islands.

I know it's not budget, by Mana Echoes + Gemstone Array is pretty silly in this deck. Consecrated Sphinx might also be worth the cost. You might enjoy playing something like Kyren Negotiations or Burn at the Stake + Throne of the God-Pharaoh, too.

There are a lot of group hug changes you can make depending on your meta, as well, but those all super dependent on context.

What about Kyren Negotiations or Burn at the Stake with Throne of the God Pharaoh post-combat? Mana Echoes + Gemstone Array might also help get more value off of your token generators and keep you in colored mana off ETB triggers and Altar activations. Finally, I wonder if it might be good to test a few ways to cheat more cards into play like Genesis Wave, Sunbird's Invocation, or any of the green cards that cheat creatures into play.

You can also Blue Sun's Zenith an opponent to mill them out in response to your last/empty draw and do it again since Zenith keeps going back to your library in case Lab Maniac isn't on the board.

I run a similar list at Revenge of the Nibblers and enjoy Kindred Discovery as a closer.

A few more lines you might enjoy testing:

Comet Storm, Invoke the Firemind, Coastal Piracy, Mindswipe, and a bunch of draw and burn spells related to the number of insects you control are fun, too.

Basically, the Altar + Skullclamp engine drives the other lines of play, and the more lines in the deck, the more likeey you are to win one a single turn even if one line gets shut down.

You should also rebalance your mana to have more blue and less red. This will make it more likely that you draw the mana you need to cast the spells you are likely to draw.

Do you ever find Torpor Orb working against your Purphoros triggers? Maybe Impact Tremors over Orb?

Have you ever tested with Kyren Negotiations or Throne of the God-Pharaoh? I'm messing with those right now.

Comet Storm, Invoke the Firemind, Blue Sun's Zenith, and Burn at the Stake might give you some fun additional win cons off of your ramp.
