Rigo, Streetwise Mentor is basically the best mono-white commander ever printed. You can draw multiple cards with him on your turn, with minimal set-up. Because of his hybrid costs, you don't need to include any green- or blue-producing mana sources in the deck. You can build him mono-white (and even splash some other hybrid spells if you want).

Since he's only $0.17, this is an ultra-budget build.
