You're not, generally, going to have both unconditional as well as low MV. If you do find something like that, it'll be a +$30 card because everybody will want one.

Sometimes you'll simply need to bite the bullet and accept a 2-mv spell that doesn't target 100% of the time, or a 3-4mv spell that generally hits anything but is harder on curve or multiple spells per turn. For example, Murder is a good alternative to Go for the Throat if you want less restrictive targets. However objectively ask yourself, do you REALLY see Artifact Creatures with such frequency that GftT becomes worthless? I am willing to bet the answer is no. And if you think the answer is yes, randomly select 100 decks on this very website and let me know how many artifact creatures exist within them, in total. I'm guessing it's a handful.

And as for Despark, sure it hits only MV 4 or higher, but you know what, most of the problem cards fit into that. Sure Thassa's Oracle and Dockside Extortionist do not, but then you must ask yourself this: "Am I playing exclusively within a cEDH meta?"

If your answer is no, than the chances of you CONSTANTLY playing against cards such as these is significantly lower, and thus Despark becomes more and more viable. If nothing else, it rids the board of most Commanders. Since many decks require their Commander to function at optimized levels of play, you essentially shut down their engine instantly (pun intended).

There is a saying: "Beggers can't be choosers."

So if you are not constantly playing cEDH levels of competitive play, a low costed, albeit restrictive, removal spell is fine.

Especially with your numerous threads as of late about tutors. If you require that many tutors, then simply tutor the removal spell that is sufficient for that particular situation.

TypicalTimmy, not every deck needs to be competitive to a cut-throat degree; some people actually play the game for the enjoyment of doing so, not because they wish to dominate other players and be the best player.

Also, I do have a copy of Despark in my Liesa, Shroud of Dusk deck, because that card fits the theme of that deck.

Despark is hardly what I'd consider a cut-throat card. Sometimes the restrictions on some spells can be helpful. It cut's back on the decision-making overload sometimes. I'm with TypicalTimmy; Despark is decent removal.

I have replaced Liliana Vess with Tezzeret, Artifice Master, since I feel that he better synergizes with this deck; it is unfortunate that the color black is once again no longer represented among planeswalkers in this deck, but that is not a major loss, and is an acceptable sacrifice for a better card.

I have replaced Countersquall, Recoil, and Grim Affliction with Reject Imperfection, Serum Snare, and Staff of Compleation, which sadly reduced the prevalence of black in this deck, but I feel that those replacements are far superior compared to what I had, before.

DraconicDestruction, I very much would like to put both of those creatures in this deck, but I am not certain what I would remove for them, and they also would raise its mana curve much higher, which I wish to avoid doing.

I have replaced the three checklands in this deck (Hinterland Harbor, Isolated Chapel, and Woodland Cemetery) with the shocklands of the same colors (Breeding Pool, Godless Shrine, and Overgrown Tomb), because, with this being a four-colored deck, I cannot take the chance of the checklands entering the battlefield tapped.

I have replaced Reject Imperfection and Serum Snare with Void Rend and Brokers Ascendancy, which did increase the average converted mana cost of this deck from 3.63 to 3.65, but that is a very minor increase, one that I feel is very much worth the increased power of those cards.

I have replaced Privileged Position and Gyre Sage with Sigarda, Font of Blessings and Kami of Whispered Hopes, because I feel that the latter cards are superior to the former cards; the deck now has one fewer non-crreautre spell to synergize with Flux Channeler, but that is a minor sacrifice to make.

The new card atomize from the upcoming Fallout set shall be a nice replacement for Utter End in this deck; it only destroys a permanent, rather than exiling it, but the proliferate effect is too good for me to not put that card into this deck; I could replace Assassin's Trophy with that card, but I do not wish to increase this deck's mana curve.

I have replaced Utter End with Atomize, because the latter card provides an additional source of proliferation for this deck.

I'd personally suggest cutting:

Viral Drake for Danny Pink

Guildpact Informant for Mutational Advantage

Lux Cannon for Beast Within

Atomize for Generous Gift or Stroke of Midnight

Juniper Order Ranger for Anduril, Narsil Reforged

Fuel for the Cause for Felidar Retreat

Tamiyo, Field Researcher for Marcus, Mutant Mayor

Otherworld Atlas for Breena, the Demagogue (make em earn the group huggy card draw)

Also consider Wave Goodbye and Ripples of Potential if you own them or they're in your budget.

Last_Laugh, I appreciate your suggestions, but most of those cards do not suit my playing style, although perhaps Mutational Advantage would be a good replacement for Fuel for the Cause or possibly Render Silent, since that card does not directly contribute to the theme of this deck.

I have replaced Render Silent with Mutational Advantage, since the latter card better suits this deck, which also helped with the balance of colors in the deck, as well.

I have replaced Abzan Falconer with Metastatic Evangel, which reduced the average converted mana cost of this deck from 3.65 to 3.63, as the newer creature far better suits the theme of this deck.

I have replaced Metastatic Evangel with Zameck Guildmage, since I feel that this deck does not contain a sufficient amount of creatures to justify the former, and making that change provides both another mana sink and another source of card advantage, and also improves the balance between colors in this deck (or, at least between three of the four colors in this deck).

I have replaced Otherworld Atlas with Replicating Ring, which reduced this deck's average converted mana cost from 3.63 to 3.62, because I should not be assisting my opponents, outside of dedicated group hug decks, and the ring shall provide amazing mana acceleration, for this deck; I almost chose Empowered Autogenerator, but that artifact enters the battlefield tapped, whereas the ring does not.
