Can Noyan Dar, Roil Shaper's awaken ability target the same land multiple times?

Noyan Dar, Roil Shaper's ability allows me to make a land a 3/3 elemental with haste every time I cast an instant or sorcery. I am thinking about making a commander deck around him, but I need to know whether I can cast one instant/sorcery (i.e. Cancel), awaken my foil promo full art Island, then cast another instant/sorcery (i.e. Fall of the Gavel), and put 3 more +1/+1 counters on that same Island, or can his ability only target a sleeping land (hehe see what I did there)
I could not find any rules regarding this, so please help.
It also doesn't specify that the land should be a non-creature, so no problems there either.

His ability says target land you control, so yes you can put multiple counters on it because the base PT is 0/0 so the counters provide the PT

Note this, however: I believe that if you activate a manland like Shambling Vent, and then get a trigger from Noyan and target that activated manland, the land's base power/toughness will decrease to 0 and then only increase by the number of counters you get, so it will be a 3/3 lifelinker. If you activate the vents again it will become a 5/6 until the end of turn.

Noyan Dar, Roil Shaper's ability doesn't specify needing a land with no counters on it, so you can definitely put more counters on a land that's already been awakened.
