First of all, it must be said that it is generally very difficult to draw a clear, unambiguous line with a MTG Tier list or rankings.
“Best/Strongest” is subjective and depends on the game and who you’re playing against.
That being said in some colors / color combinations the result was clear, with some several commanders share one place and with some it's difficult to say because there is simply too little data on them.

Please have a look at https://cedh-decklist-database.com first, if you can find a suitable deck for the commander where you think that it is weaker than your suggested commander. Compare the decklists and if you still think that your commander + list is stronger, feel free to write a comment
To collect reliable data we tried to incorporate as many aspects as possible:
- compared already existing different EDH Tier lists,
- we looked at EDH-relevant videos and listened to podcasts on the topic
- we evaluated statistics from the "cEDH Metagame Project v1-2",
- we played, viewed and evaluated online / webcam games,
- talked with many different people from the cEDH community,
- interpreted and of course also included our own experiences and those of the players from our LGS.
This ranking can of course change with every set release. We will try to keep it up to date.
If you are not satisfied with the classification in some places, please write it in the comments,
because as already mentioned above there was almost no or very vague data for some color combinations.
And please all relax. MTG is still a game and because it is so incredibly complex,
many things are not always black or white, but some things are still in the gray area and have to be explored together.
