Budget build of Saheeli copy cat combo for fellow redditor.
I took out Disrupting Shoal because not only is it debatable how good the card is, but at almost 10 bucks a copy it chews a huge hole in your budget. Disallow is really good, but again if you don't already have it then 6 bucks a copy is a bit steep given the budget constraints. But if you already own the two copies then certainly use them. I replaced those with Mana Leak and Into the Roil. Into the Roil lets you bounce artifacts and enchantments in addition to creatures, and you can pay 1U to draw a card. Another card I added was Aether Meltdown which is an enchantment with flash, so you can use it at instant speed. It's primarily there to provide extra energy for color fixing with your Aether Hubs in addition to shutting down your opponent's creatures.
I replaced Gleaming Barrier with Thing in the Ice
, no treasure token but Thing gives you can alternate path to victory by flipping it which should be relatively easy, and when you do flip it it provides a board clear. I added Augur of Bolas to help you find your answers and provide a body. I also added a single copy of Myr Battlesphere as an additional combo with Saheeli. It's not an infinite combo, but you can cast it and get the 4 myr tokens, then copy it with her -2 ability and then 4 four more tokens, and then attack with the hasted copy, tapping the original and 8 tokens to deal 9 direct damage and swing damage for 13 with the copy.
In the mana base I replaced the Highland Lake and Stone Quarry with Mystic Monastery which still comes in tapped like the duals you had but provides all three colors, and a set of Glacial Fortress which can come in untapped if you have plains or island are are pretty cheap at around 3 dollars US. Then I went down two plains in exchange for two more islands so that you're more likely to have untapped blue since this deck mostly wants blue mana, especially turns 1 and 2.
For the slightly upgraded version I traded out the Mystic Monastery for Sulfur Falls, which provide red and blue mana and can come in untapped if you have a mountain or island. These are a little more expensive at 7-8 dollars US, which is why I created a second list for them. But I think the advantage of these is that I think you have a good enough mana base that you can drop the Traveler's Amulet in favor of a playset of Take Inventory to help dig in your deck and keep your hand full.
The side board is mostly cheap counter spells to switch out to improve the match up versus aggro vs control, burn etc.
