To expand: Jodah has a static ability that enables his controller to cast spells with an Alternative Cost. The following are the relevant rules on Alternative Costs:

118.9. Some spells have alternative costs. An alternative cost is a cost listed in a spell’s text, or applied to it from another effect, that its controller may pay rather than paying the spell’s mana cost. Alternative costs are usually phrased, “You may [action] rather than pay [this object’s] mana cost,” or “You may cast [this object] without paying its mana cost.” Note that some alternative costs are listed in keywords; see rule 702.

118.9a Only one alternative cost can be applied to any one spell as it’s being cast. The controller of the spell announces their intentions to pay that cost as described in rule 601.2b.

118.9b Alternative costs are generally optional. An effect that allows you to cast a spell may require a certain alternative cost to be paid.

118.9c An alternative cost doesn’t change a spell’s mana cost, only what its controller has to pay to cast it. Spells and abilities that ask for that spell’s mana cost still see the original value.

118.9d If an alternative cost is being paid to cast a spell, any additional costs, cost increases, and cost reductions that affect that spell are applied to that alternative cost. (See rule 601.2f.)

Similar examples to Jodah's effect can be seen in cards like Bringer of the Black Dawn, which is distinctly black, and only black, but has WUBRG Color Identity, and can be cast for an alternate cost. Color and Color Identity are two different but related things:

105.2. An object can be one or more of the five colors, or it can be no color at all. An object is the color or colors of the mana symbols in its mana cost, regardless of the color of its frame. An object’s color or colors may also be defined by a color indicator or a characteristic-defining ability. See rule 202.2.

903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that card’s mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).

Enter the Infinite. I can't imagine my Woah, where did THAT come from??? Jodah deck without it. Other suggestions are Worst Fears, Expropriate, Chromatic Orrery, Jin-Gitaxias, Core Augur, Bringer of the Black Dawn, and Rhystic Study, to name a few.

You can check out my deck for more ideas, although I'm working on a budget so you have more freedom than I do in terms of cards you can add.

Spirit of Resistance , Blessing of the Nephilim

Vow of Flight is the only vow really worth playing (because it gives evasion). Instead you might be better served with a couple good blockers. Stuffy Doll is freaking amazing as you tell everybody to attack you with Karona to knock out the scary guy. Any cheap, weird blocker that can't kill Karona and won't die from damage. You can use those against other attackers as well.

If you play anything that "taps all creatures" you give your opponents a chance to murder the last player in rotation by attacking 3 times with Karona for 8 Commander damage each time (you know Karona has Avatar as a type right? Its an errata thing. You can declare that for the +3/+3 bonus).

All 5 "Bringer" creatures are fun. Bringer of the Black Dawn wins games. So does the Blue one. And the Red.

Neat combo with infinite tokens. If you have a clear path of attack you could also use Breath of Fury .

My karona deck is super casual but might be fun to look at. Muh muh muh MY KARONA. Yeah I know, everybody uses that title AND I'm an old ass man so I don't know how to link the deck.

Jodah, Archmage Eternal gives you an optional alternate cost to cast your spells. Jegantha, the Wellspring is a good way to get the mana to pay this alternate cost, but definitely not the only way. Keep in mind that this alternate cost can't be used if you are trying to pay another alternate cost, such as flashback, madness, prowl, or mutate. The alternate cost can be reduced by cards like Morophon, the Boundless, but cards that reduce colored mana costs aren't common.

Bringer of the Black Dawn has the same alternate casting cost that Jodah gives all your spells, in case seeing it printed on another card helps you understand it better.

You might wanna consider going an Arcane Adaptationor a Conspiracy, so that you can turn every creature that you have in your deck into a scarecrow even if they aren't scarecrows.

Seems like you want a lot of ETB effects, so you might consider getting a Thassa, Deep-Dwelling or a Conjurer's Closet so that you can blink them more often. Also there are a lot of blinking instants to help protect and get the effect popping more often like Cloudshift & Eldrazi Displacer.

If you want something big since you are running a creature deck, you could go Morophon, the Boundless & also Fist of Suns so that you can instantly just drop every creature that you have in your hand if you have the enchantment out that makes everything scarecrows, and then blow up the entire board.

Since you want specific cards out, you could also run some tutors (also since you have access to black), such as Diabolic Tutor, Beseech the Queen, and Idyllic Tutor (so that you can get those enchantments out easier). Since you are running 5 colors you could also run Bringer of the Black Dawn, which lets you pay one of each color to summon him, and then tutor stuff out to the top of your deck at your upkeep.

Since you are running a creature deck, you might want to consider Zendikar Resurgent for you doubling of mana, as it lets you draw a card whenever you play a creature.

Jhoira, Weatherlight Captain could be a good drawing engine for you, since everything is artifacts. Also you could consider going Mycosynth Lattice so that you make everything that you control and opponents control artifacts, so that combined with your Darksteel Forge will make everything that you have indestructible.

Also Hanna, Ship's Navigator is a much cheaper version of academy ruins for you, and its a creature which goes with your decks, and also lets you get enchantments back.

For your mana, I'll let you figure that one out kiddo.

Haha, no worries, I have that problem too. I've actually been trying to convince myself that I should have Mass Manipulation in this deck, and the card I've been thinking about cutting is Bringer of the Black Dawn. His ability is wicked, but I feel like I could go without it. I would, perhaps, be better to go with Maelstrom Archangel instead of either.

Now I still need a cut for including MM...
