My vote is for Ral, Caller of Storms. Considering the choices of the first two loyalty abilities, I don't think the power level justifies a 6 mana cost. That and I honestly believe you can get more bang for your buck with Guff's second loyalty ability.

Other cards that occurred to me and may want to consider adding are Reliquary Tower, Rowan, Scholar of Sparks  Flip and Teyo, the Shieldmage. I'm not entirely sure what you can remove to make room for these, but don't forget you have a commander who can get mana dorks on the battlefield for you and can draw you cards so don't be afaid to lean into that a bit.

While I was taking a another look at your deck, I noticed you have Blind Obedience. Even though the rules changed several years ago to allow it, the cost in the extort ability may be seen by some players as a violation of the color identity rule. I had a mono-black commander deck with a few extort cards and an opponent got really salty about it before another told him of the rule change. So I took them out to avoid future conflict.

If you choose to do the same, I'd recommend Lion Sash. Not only it will give you much needed graveyard hate without affecting your graveyard, but you'll be able to attach it to Gideon of the Trials while he's a creature and it can be tutored by Tezzeret the Seeker. Yes, I know its a creature, but Calamity's Wake and Rest in Peace will devastate your graveyard as well.

Really cool concept! I have a few ideas.

Blitz of the Thunder-Raptor helps deal with planeswalkers, and might perform better than Chaos Warp. Run Brittle Blast over Thunderous Wrath.

Not sure about Dismiss into Dream. How many single-target spells or effects are you running? I count 6.

Mana Drain over Dissipate: Having resources for damage later is almost always going to serve you more. Plus, it's a great target for Isochron Scepter.

Speaking of walkers, definitely replace Cloud Key with Rowan, Scholar of Sparks  Flip. It's straight up better. Strongly consider Ral, Storm Conduit, if only that it ramps up damage with your commander out. Consider Koth, Fire of Resistance as a decent land-fixer (which means you'll draw less lands and have more mana), and Jaya Ballard for simple acceleration.

If your pool is competitive, you could run Back to Basics or at least Blood Moon. This will slow down many decks and give you more time. Adding fetches in your colors (should be 5) means that you can take out 2 islands and 3 mountains and still hit your curve.

Not sure about Breaking Point and Curse of the Swine. Instead, consider Puppet's Verdict and either Winter's Chill or Cyclonic Rift.

Reins of Power and Insurrection could replace Chain Reaction and Incite Rebellion, allowing you to use those resources against opponents and kill them, which would have the added benefit of removing their creatures.

I know you don't want to run any creatures, but Stuffy Doll is a decent deterrent and is too funny not to leave out.

_Moonie_ It's not like gendered language has been completely removed from the game. Planeswalkers still use him/her/etc. Dakkon, Shadow Slayer, pretty much every Gideon, The Wandering Emperor, Rowan, Scholar of Sparks  Flip, and more all refer to the character in the rules text.

For referring to players, again, there's no harm in the "his or her" -> "their" switch. Aside from the benefits of inclusion, it saves space on the card and is quicker to parse. No cards have ever been banned because of gendered language, and I don't think that was ever a suggestion. They've had their official rules text updated from using three short words to one short word.

I was thinking of doing something like this. Some thoughts off the top of my head: Wouldn't Storm-Kiln Artist be good here? I'd be curious to try some more discard synergies, too, to get stuff in the graveyard for the spellbook (Tormenting Voice, Prismari Command, maybe Unexpected Windfall?). I like the Magma Opus and Elemental Masterpieces. Those feel very good here. Rowan, Scholar of Sparks  Flip also seems potentially strong too. Hard to say what the creature/noncreature ratio should look like.

Named_Tawyny The spell cost is actually quite fine with me in that situation as I have a creature Baral, Chief of Compliance and a planeswalker Rowan, Scholar of Sparks  Flip that both cut the cost of my instants and sorceries. In fact, Baral has a particularly strong synergy with remand.
