I would add in some redundancies to the bouncing creatures. Man-o'-War, Dream Stalker, Kor Skyfisher, and Stonecloaker (especially good cause flash and also grave hate). Cloud of Faeries also does good work when comboing with Aluren and a bounce source.
Speaking of bounce sources, more redundancies! Words of Wind and Overburden (This card is important as it combos out with Shrieking Drake and is generally a strong card. You won't care about bouncing lands cause chulane will put it right back into play).
Now what to do with all the mana in the world you could want and all the casting you could want? Well, Aetherflux Reservoir and Brain Freeze come to mind. Also, Words of Wind doubles as a win con by bouncing everyone out of the game entirely. Similarly, Words of Wilding can give you as many bears as you want to swing with. These Word cards will help save that mandatory draw from Chulane as your deck empties out. (And on the chance your playgroup allows some UnCards, Crow Storm is quite the funny win con)
How are you gonna get these cards quickly and consistently though? A couple more draw engines wouldn't hurt. Beast Whisperer and Guardian Project are both strong when playing a "I must cast all the creatures" deck. Abundance and Rhystic Study aren't too bad either.

Nice deck! Keeping your budget in mind I have some suggestions.
You have a severe lack of card draw, which green is surprisingly good at. Cards like Primordial Sage , Regal Force , Soul of the Harvest , and Beast Whisperer are all really good for card draw. Garruk, Primal Hunter and Freyalise, Llanowar's Fury are also good for card draw as well as the rest of their abilities. You might be worried about drawing too many cards after Primal Surge goes off. Cards like Abundance , Words of Wilding , Pursuit of Knowledge , and Possessed Portal can prevent you from decking yourself after Surge resolves. Skullclamp is a good way to draw more cards, too.
I think you can cut a lot of the enters tapped and cycling lands for more basics. You want to be able to search for lands even late in the game because not being able to find anything anymore doesn't feel great, and currently you would need all of your plains out to make Emeria trigger which isn't a lot. Not to mention if anything were to happen to a single one of your plains then Emeria doesn't do anything extra. If the land can't add more than one color of mana and if it doesn't do anything substantial for you then I'd consider cutting it and replacing it with a basic. While a bit pricey, Smothering Tithe is great if you have one.
You'll want to win as soon as Surge resolves. I see you have Odric, but none of your creatures have haste nor do you have a way to grant it. Craterhoof Behemoth is probably outside of your budget currently, but End-Raze Forerunners shouldn't be. Akroma, Angel of Wrath , or even Akroma's Memorial can be fine. You are also missing a couple mana dorks, if you can find them, in the form of Fyndhorn Elves , Birds of Paradise , and, although not a dork in the traditional sense, Karametra's Acolyte .
Well what to cut? There's some cards that don't do much for you. Sunspring Expedition for example gains you life, which doesn't get you closer to winning. What you cut is up to you, but a good rule of thumb is if it doesn't put you closer to winning or set your opponents back then it's probably not worth the slot. It's a tough rule to follow sometimes because damn do I love me some less than stellar cards but it helps in the end.
Overall the list looks good, though. I can't wait to lose to it!

I’ve done a pretty big update and I’m now 4 cards short of the 100.
I’ll probably fill those 4 spaces with targeted removal.
I have cut a lot of the fodder section to make room for mass token generation, there have also been a few infinite win conditions added.
I’ve also tweaked the token generation section and improved the mana base slightly.
Any more suggestions would be very appreciated :)

What you need is just one creature to sacrifice and the chain will start. You get from Ashnod's Altar , Words of Wilding and Korvold will trigger instead of drawing you choose to use from The Altar to pay the and you'll get the bear token which can be sacrificed and used to restart the chain.
Worst case would really be to have any kind of permanent to sacrfice and open to pay for the first activation. Afterwards it will be self-sustaining.
I think it's a pretty powerful combo. We get infinite ETBs and LTBs as well as infinite colorless mana. Pair it with Mayhem Devil and we have our win.

There's a couple more flicker effects that I don't see in your main or sideboard like Nephalia Smuggler / Displace / Illusionist's Stratagem / Deadeye Navigator and weird ones like Baral's Expertise and Supplant Form . And creatures that counter spells work well with blink like Frilled Mystic / Mystic Snake / Draining Whelk .
There's also Everflowing Chalice / Astral Cornucopia that work with Pir, and Thrummingbird / Skyship Plunderer that are basically magpies (with Toothy) and help the counter themes. Tel-Jilad Stylus / Crystal Shard / Lord of the Unreal helps with protecting Toothy. What do you think about Whirlpool Drake / Whirlpool Rider / Forgotten Creation / Teferi's Puzzle Box as an additional Alhammarret's Archive? Turbulent Dreams is a nice additional Cyclonic Rift. And why do you run no planeswalkers like Kiora, the Crashing Wave / Nissa, Vital Force / Garruk, Primal Hunter (they enter the battlefield and activate with an additional counter with Pir.
What do you think of Empyrial Plate / Thassa, God of the Sea / Words of Wilding / Sphinx's Tutelage / Psychic Corrosion / Key to the City as an extra wincon? I have my own deck (here)[http://tappedout.net/mtg-decks/22-07-18-pirtoothy/?cat=type&sort=cost] and I'm considering if these are suboptimal.
