When assigning combat damage you must assign lethal damage to a creature before you can assign damage to other creatures and you do not take into account replacement effects that would change the amount of damage being done. So, you assign 2 damage to one of the 3/3s; deal 4 damage to it; and Deranged Whelp and that 3/3 die. The other 3/3 survives.

510.1c A blocked creature assigns its combat damage to the creatures blocking it. If no creatures are currently blocking it (if, for example, they were destroyed or removed from combat), it assigns no combat damage. If exactly one creature is blocking it, it assigns all its combat damage to that creature. If two or more creatures are blocking it, it assigns its combat damage to those creatures according to the damage assignment order announced for it. This may allow the blocked creature to divide its combat damage. However, it can’t assign combat damage to a creature that’s blocking it unless, when combat damage assignments are complete, each creature that precedes that blocking creature in its order is assigned lethal damage. When checking for assigned lethal damage, take into account damage already marked on the creature and damage from other creatures that’s being assigned during the same combat damage step, but not any abilities or effects that might change the amount of damage that’s actually dealt. An amount of damage that’s greater than a creature’s lethal damage may be assigned to it.

I control Torbran, Thane of Red Fell and attack with Deranged Whelp . My opponent blocks with two 3/3 creatures.

If I divide damage such that each of my opponent's creatures takes 1 damage, Torbran's effect modifies that to be 1+2 and all three creatures die, correct?

you should really streamline your creatures a bit Deranged Whelp for example does virtually nothing for your deck. Reckless Bushwhacker only makes sence in a creature build an you are playing a creature spell deck. Conduit of Storms  Flip is too expensive and doesnt do enough for your deck.

Your sideboard is also pretty bad Rift Bolt can be a maindeck card but its not a sideboard card at all.

Why do you have Borrowed Hostility and Kari Zev in your sideboars at all? against which decks would you want t bring them in?

Smash to Smithereens is a great sideboard card as is Molten Rain

Thats a good observation xyr0s i think the deck will need to include mutiple elements if DanTheBear wants to keep it MONORED and cheap, but it can forsurely be more focused. I would say either go Burn&8whack with it or Burn&Prowess the second being my recommendation.

You may want to look into four Timber Gorge, as the ability to produce colors in either/or is a boon for any multi-colored deck. And do your opponents play enough Artifacts to justify Torch Fiend? If they don't, and it's just there as a body, I would recommend Akoum Stonewaker or Makindi Sliderunner as a replacement that fits the Landfall theme you have going on. Alternately Deranged Whelp or Ember-Eye Wolf also fit the same drop point of and aren't expensive to purchase as singles.

I decided to replace Ember-Eye Wolf with Deranged Whelp, but I'm still not psyched about it. Do y'all think there is a better one curve 2-drop threat? Like, as it is if I just drop one for Bushwhacker I have nothing bu Kari Zev turn two

I'd probably replace 4x Mountain with something like Looming Spires. An addition or alternate to Spreading Flames would be Serpentine Spike which deal more overall damage to creatures; Good for various wipes. Outnumber is a good option if you get creatures out fast. Tears of Valakut is another way to deal with a flying creature. It hits hard enough to take out most flying, there's also Aim High for defending after you attack or you could go straight up with Plummet. If you need something to deal with big creatures, Moonlight Hunt is a good swarming card. Deranged Whelp is good fodder for rushes as it removes an extra defender or just does two straight. If you want to make your opponent really think about what they want to do Rot Wolf is a fun card. Finally Wolfir Silverheart is essentially an 8/8 and boosts another card by 4/4.Wolfir Silverheart
