Hey there, I like where you're going with this. A friend of mine runs an angel tribal that I loath, so I know with time, this deck will definitely be a monster. I do see that you have some inconsistencies for it being tribal. Like quite a few things that only target one creature whereas you want stuff that affects all of your divine beings.

So here's a list of things I would drop and some suggestions as well. Not knowing your budget, I'm just going to suggest anything that comes to mind. Take out:

So I know its a long list. Most of those cards don't do enough to help, have too high of a cmc for what they do, or don't fit the tribal theme. Add in:

A lot of the suggested upgrades suggested are designed to help your game plan you have set up, are better versions of cards you had, or just to help get your angels out quicker since they are expensive to cast and white has some of the worst ramp in the game. I'd also like to point out that Pacification Array is a strictly better Tyrant's Machine. Not quite Icy Manipulator, but still will be solid in limited.

As for getting to 100 cards, here's the 40 that I'd cut. (In groups of 10)

3 lands, Akroan Jailer, Akroan Mastiff, Archon of the Triumvirate, Captain of the Watch, Court Street Denizen, Dazzling Ramparts, Elite Skirmisher

Haazda Snare Squad, Kytheon's Irregulars, Lavinia of the Tenth (she's already included in the 100, so it's redundant to have her in the 99 list too), New Prahv Guildmage, Niblis of the Urn, Sentinel of the Eternal Watch, Tyrant's Machine, Hall of Triumph, Aqueous Form, and Ordeal of Heliod.

I'll actually stop at 20 cards for now and let you think them over.

This deck has really high mana costs and some random stuff. It is suffering somewhat from a lack of focus I think.

Specific card concerns:
- Tyrant's Machine is inefficient; if this is an effect you want, try Icy Manipulator, but I wouldn't bother in this deck personally. Put something aggro on there to help your mana, like Sword of the Animist or Explorer's Scope.
- Seraph of the Sword is kind of strange here; she's kind of a defensive creature, which contradicts the rest of the deck.
- Master of Cruelties is probably here to take advantage of Whispersilk Cloak, otherwise he doesn't seem to have much synergy. Consider adding something like Rogue's Passage if you're serious about him, or switch him out for something.
- You will note Tappedout generates a color wheel on the right. The inside circle is mana generated; the outside is mana costs (they are clickable, too). You can see the deck is 50% red but the mana base is 33% or so. You'd be justified in adjusting the balance of colors that appear in your lands.
