Question:

Can you activate the second ability on Muse Vessel without having yet exiled a card with it?

Here are a bunch of cards with that type of effect:

Gonti, Lord of Luxury

Rogue Class

Brainstealer Dragon

Breeches, Brazen Plunderer although specific to pirates so maybe not

Cunning Rhetoric

Grinning Totem

Guile a bit situational but you might like it

Knacksaw Clique

Mezzio Mugger

Muse Vessel

Opposition Agent

Ornate Kanzashi

Thada Adel, Acquisitor

You Find Some Prisoners

Hope that helps, you can find more of these at gatherer.wizards.com, it's just a big card database where you can search for specific rules texts, names etc.

Yesterday on Are all abilities which allow …

I'm not entirely sure if this is the correct term and I'm definitely fuzzy on the rulings.

As I understand it, a Myr Welder that uses its printed ability to exile both a Mimic Vat and a Pili-Pala wouldn't be able to use Mimic Vat's ability to put a token Pili-Pala onto the battlefield, as Mimic Vat's activated ability is linked to its own triggered ability. Is this the case only for cards that specify 'the exiled card', or for all cards that interact with other cards they've exiled?

For example, considering Myr Welder has text that specifies 'all cards exiled with it' as opposed to 'the exiled card'; if a Myr Welder were to use its printed ability to exile an Elkin Bottle, then use Elkin Bottle's ability to exile an Ornate Kanzashi, Elkin Bottle's ability (being used by Myr Welder) would allow us to cast Ornate Kanzashi from exile - but would Myr Welder still have the activated abilities of Ornate Kanzashi as long as the Ornate Kanzashi remains exiled?

What about abilities that specify 'a card exiled with [this card]'? So could a Myr Welder use its printed ability to exile a Muse Vessel and Gilded Lotus, then use Muse Vessel's second ability to cast Gilded Lotus (even though it was exiled under Myr Welder using an ability other than Muse Vessel's)?

Finally, what about Rona, Disciple of Gix? Is her static ability also linked with both her triggered and activated abilities? And if put under some dumb shenanigans like being exiled with a Do-It-Yourself Seraph, would the Seraph then enable you to cast Rona from exile?

Thanks in advance if you take the time to read and answer this. <3

Right, each instance of the abilities gained from Muse Vessel are only linked to each other, not any other instances of those abilities. If Mairsil, the Pretender leaves the battlefield and comes back then any abilities will be different instances of the ones it had before.

The abilities on Muse Vessel are linked to each other.

For a more in depth explanation, see this

Otherwise, the short answer is that only cards exiled with Muse Vessel's first ability can be played with the second. Flickering Mairsil will cause him to forget all the cards he exiled with the first ability

If I have a caged Muse Vessel will Mairsil, the Pretender remember cards exiled with the first ability after being bounced or flickered or killed and cast from command zone again?

I would assume no since I can flicker Mairsil to use caged abilities multiple times but I wanted to check.

Nice. The deck will collapse to combo and creatureless strategies- I'll reccomend something like Ghirapur Orrery/Bottled Cloister or similar to help search out those avengers while spending all that mana.

Muse Vessel/Thought Prison/Orbs of Warding/Damping Matrix/Pithing Needle/Witchbane Orb might go a long way to improving the matchup. I'd consider Sylvan Caryatid maindeck, the extra point in toughness isn't massively important except when facing Anger of the Gods. Skinshifter has a lot of potential here.

And here are more cards that can allow you to cast noncreature spells more than twice or steal noncreature spells from opponents: Mind's Dilation, Call the Skybreaker, Elite Arcanist, Eye of the Storm (risky but can be profitable), Fanning the Flames, Forbid, Grenzo, Havoc Raiser, Knacksaw Clique, Muse Vessel, Ornate Kanzashi, Panoptic Mirror, Planeswalker's Mischief, Spellbinder, Stolen Identity, Thada Adel, Acquisitor, and Thunderblade Charge
