For creatures, seems like you have the deck split three ways between graft, adapt, and evolve. I would recommend taking out the graft creatures like Plaxcaster Frogling and Aquastrand Spider , I just don't think graft is a very good mechanic. I would also take out Skatewing Spy , considering most of your creatures have either evasion or a relevant activated ability already. Also Feral Hydra feels like it's easily outclassed other cards. That's eight creatures out, 28 to begin with feels high, so maybe add a combination of 2-3 Lorescale Coatl and 2-3 Avatar of the Resolute . Also this one is just my opinion, but I feel like something like Verdurous Gearhulk could be a better finisher than Vorel of the Hull Clade , especially since your 3 drop slot is pretty packed and you curve out at 4.
For non-creature spells, Plasm Capture is a little bit too high costed and the payoff isn't too relevant to you, consider taking it out for another Cancel or Frilled Mystic , however you may just want to take out all the Cancel for Mana Leak s. If you took out eight creatures and only replaced 4-6, then you have room for some more spells like Incubation / Incongruity .

I agree about the Lorescale Coatl not being much use in this particular deck. It depends on how much drawing you see during a game, but I think a mana dork or a creature that fetches lands would be a better choice. I think that Prophet of Kruphix + River Hoopoe is amazing, however. In casual games that could steamroll the table with big creatures. Once you reach 5 mana in a typical 4 player game, that would be 6 life and draw 3 going around the table at your opponent's end of turn. And a big creature play on their turns as well with the flash on prophet.

Growth Spiral and Coiling Oracle are both nice early game and I have a tougher time cutting such low CMC cards, which because of the draw basically become cantrips in my deck. I do have probably an unhealthy attachment to the sad robot and you are right about him.
Sakiko, Mother of Summer was recently moved out of the deck. I have found that most of the named Legendary Snakes, which I originally had in here are slowly finding their way out.
If I already owned a Doubling Season, it would definitely go into this deck. But at $45+ price tag, its just too pricey for me.

I'd recommend dropping:
Growth Spiral - Good cantrip but doesn't combo with your commander.
Solemn Simulacrum - I think better options are out there.
Niv-Mizzet, the Firemind - for the reason you listed above.
Humble Defector - A little slow but you can play politics with it.
That makes room for 6 cards.
Sakiko, Mother of Summer - Of all the cards in your maybeboard this looks like the most useful.
Doubling Season - The recent reprint has made the price not too ridiculous.
