I like the unique take of using changeling to get reductions from the eminence keyword and then trying to get some fun payoffs from lords. That said with 16 changelings, including Amoeboid Changeling and Mirror Entity and 28 pay off cards. I feel like you are forcing a lot of "lords" into a deck where it doesn't really matter.
Some of the lords I would remove because there aren't worth the slot for the small effect on a few changelings. Cloudshredder Sliver, Drogskol Captain, Lord of the Unreal, and Lovisa Coldeyes. Most of your changelings are small and giving them a small bump is P/T and haste or hexproof isn't worth forcing these cards into the deck.
Sliver Overlord, Realm-Cloaked Giant, and Thundercloud Shaman are on my maybe list because they are a bit more situational. Are you going to spend 3 mana to search for a changeling to get an effect? Do you want to wrath away your dragons and leave a team of small giants? Not sure how often these show up.

ok, so I have had another look through here. Firstly, I got to note that I have read that you don't want to use many slivers in this deck (although I do love my hive), but I think there is a couple that could be really useful for you. Manaweft Sliver and Gemhide Sliver could turn all your changelings into birds of paradise, which is some pretty good mana fixin. Cloudshredder Sliver gives you a 2 for 1 on flying and haste as well. I guess you could also look at Crystalline Sliver to give your creatures shroud too. But enough of Slivers now.
You could look at Harsh Mercy which could be really good for you. As you are tribal, you can use this to your advantage and hopefully save most of your board, or if you have indestructible, then even better.
Gallia of the Endless Dance could be really useful, and could also give you some hand filtering if you are swinging in with several creatures a turn.
Unesh, Criosphinx Sovereign could also be really fun. Again, you get some card advantage, and also reduce some colorless mana costs for some of your creature spells.
Captivating Vampire could also be pretty sweet too. you can start stealing your opponents stuff with this.
Whelming Wave could be good too. you will not be as effected by this as your opponents.
Hope this is all of use to you, and you will have to let me know how you get on with the deck. I have been thinking of making a changeling deck, but basing it on Reaper King. That ETB for scarecrows is just ridiculous.

manbearpig90 It's a 2-mana lord. That's as cheap as they come. If you want more than a vanilla 2/2 body that gives a static +1/+1, Thalia's Lieutenant, Mayor of Avabruck Flip, Master of the Pearl Trident, Lord of Atlantis, Deeproot Elite, Bramblewood Paragon, Oona's Blackguard, Ayula, Queen Among Bears, Lord of the Unreal, and Supreme Phantom are it.
Gallia of the Endless Dance gives tribe members haste, which puts it on even footing combat-wise with ability-granting lords like Master of the Pearl Trident, and it has card advantage stapled to it, which rivals Oona's Blackguard and Ayula, Queen Among Bears.
I'd say it's pretty cut-and-dry.

Yes, "obscure" tribal (e.g. non-elf, merfolk, goblins, zombies, soldiers, etc..) with a budget restriction element force you to be creative; cant buy the best cards. My friends did it with buying all new cards (excl. basic lands) with budgets of $10, $20, and $30! Really cool seeing what decent playable cards you can fit in.
I'm with yah on Summoner's Bane being too high on mana to fit; wanted to suggest given theme.
Standstill is hit or miss and forces them to make a decision. Best is when your opponent casts a removal spell which triggers it and you draw into a counter.
I'll pop back if I have any other ideas. Looking forward to seeing how the final copy pans out

There is no budget besides mine I need to keep :P for now. My friends and I have all built tribal decks and I thought I would use tappedout to test this one before purchasing it. We all have fun with them and most aren't 100% competitive. I would say I would like to see a format around tribal. Making decks with at least a third of your deck as one creature type is difficult to get just right. Other tribal decks in our group go from centaurs, eldrzi (from the og zendikar and new stuff), humans, werewolves, vampires, zombie and it goes on.
I think Standstill would be a great addition. I'll be putting it in the maybe board and figuring out how to fit it in. So Kira, Great Glass-Spinner does fit but I don't think I could trade out the 4 Lord of the Unreal for any them. I'll also put it in the maybe board to see if it could work. The problem with her is she doesn't give a much needed buff to hold up to other tribal decks. Cryptic Command would be great but just to pricey for my budget. Summoner's Bane is a little to slow at a 4 drop. Confound most likely has a place and I'll do some testing with that. I choose Rescind because it is board control if we couldn't counter something or a cycle to draw if we don't need board control.

Ik that Mind Sculptor is the most powerful and thats why i was considering it but I DON'T actually need for anything it's just uber powerful
While I'm aware that Cunning Castaway is on theme but being on theme doesn't always make it good thats why I was asking between Beleren or Castaway.

Yorm of the Infinite
Legendary Creature - Shapeshifter Illusion
Whenever Yorm of the Infinite is dealt combat damage, prevent that damage and make a token copy of Yorm of the Infinite, except it isn't legendary.

I feel like he / she / it has some wide utility here. Goes Aggro, and green loves pump spells. Blue might not get a lot of combat oriented synergy here, but blue has merfolk you could put in to make battlefield synergy, such as Lord of Atlantis . It can also gain Hexproof a la Lord of the Unreal , while adding to your Elf count with Elvish Archdruid .
And yes I realize giving it Illusion on top of Changeling is redundant. I did it for the thematic and flavor aspect. :)
Challenge: Make a Rakdos Shapeshifter with Changeling.
